  • Scope of work

The objective for this resource would be to adapt the current client Cloud intake process for public and private Cloud Services to the new DCMS Framework by realigning client engagement processes and documentation; participating in Cloud governance bodies; as well as performing client and stakeholder consultations to deliver technical advice and guidance to support Cloud decision‑making for the adoption of public Cloud services in a military context based on the new framework.

Tasks
  • Refine the client engagement process and engagement model by:
    • Improving operational efficiency and enhancing client service delivery, including streamlining requirement gathering, standardizing documentation practices, and strengthening its governance integration.
  • Partake in the end‑to‑end client business intake processes by documenting and tracking a high volume of technical client service requests and serving as a liaison between stakeholders, technical personnel, and clients to facilitate communication, coordinate tasks, and ensure that clients’ concerns are effectively addressed.
  • Contribute to the creation and life‑cycle management of client engagement documentation such as:
    • Client Engagement Playbook
    • Client Playbook
    • Step‑by‑step guides, processes and best practices
    • Service Catalogue
    • DJDCP client engagement‑related reports
    • Website Content
  • Provide Cloud technical expertise and advise clients on potential risks by consulting stakeholders to determine how to address identified risks and to build risk awareness within DND/CAF.
  • Collaborate with cross‑functional teams to implement risk mitigation strategies to increase DJDCP service delivery efficiency and effectiveness, and to enhance overall client satisfaction.

The bidder must provide copies of all relevant documentation—such as degrees, diplomas, certifications, and other professional designations—as required under the minimum mandatory criteria or any additional mandatory criteria if specified. Failure to submit the appropriate documentation before the deadline will result in the bid being deemed non‑responsive.

Additional mandatory criteria
  • M1: Experience with Client Engagement

    The Bidder must demonstrate that the proposed resources have a minimum of 10 years of experience leading client engagement activities within one or more Government of Canada (GC) department(s) or private industry of at least 5,000 employees, including the facilitation of stakeholder consultations and the collection and validation of technical and business requirements, while performing all of the following tasks:

    • Meeting with business and technical stakeholders to gather, analyze and document requirements;
    • Evaluating business processes, uncovering areas for improvement, identifying risks as well as developing and implementing solutions;
    • Developing project plans and monitoring performance;
    • Serving as a liaison between stakeholders, technical personnel and users;
    • Effectively communicating insights, risks and plans to cross‑functional team members and management.
  • M2: Experience as a Business Analyst

    The Bidder must demonstrate that the proposed resources have 5 years of experience within the last 10 years within a Government of Canada (GC) department as a Business Analyst performing all of the following tasks:

    • Developing and maintaining formal documentation such as business requirements, process flows, decision logs, and stakeholder briefings, drafting technical documentation, user manuals, and report in accordance with Government of Canada information management standards or equivalent.
    • Explaining complex IT concepts in a clear and concise manner ensuring documentation is accurate and up-to-date.
