About the Role
We are seeking a detail-oriented, proactive Compliance Manager to join our growing affordable housing team in Ontario, CA. You’ll play a critical role ensuring that all properties under QMG’s management remain in compliance with local, state, and federal regulations, with a special focus on LIHTC, HUD, Section 8, MHP, and HOME. This position partners closely with the Compliance Director, property teams, and external stakeholders to deliver superior customer service to , owners, lenders, and regulatory agencies.
What You’ll Do
Compliance & Regulatory Oversight
- Ensure full compliance with all program regulations and affordability requirements (LIHTC, HUD, MHP, HOME, Section 8).
- Conduct regular audits of files, verifications, and documentation.
- Oversee and maintain program regulatory documents, including income/rent limits, unit set-asides, utility allowances, selection plans, and Affirmative Fair Housing Marketing Plans.
- Supervise compliance projects such as lease-ups, mass recertifications, MOR prep, and due diligence.
- Prepare, coordinate, and submit reports for annual and ongoing regulatory reviews (MOR, OCAF, TCAC, HUD, REAC, CTCAC, etc.).
- Process contract administrator requests and coordinate corrections for agency findings.
- Work with third-party vendors for contract renewals and rent comparables as needed.
- Support onsite teams with file reviews, lease-ups, and compliance training.
Administration & Communication
- Maintain up-to-date knowledge of landlord-tenant law, HUD, CTCAC, and all applicable regulations.
- Keep waiting lists and applicant files compliant and organized; coordinate purges and updates.
- Collaborate with staff accountants to resolve HAP payment discrepancies.
- Communicate effectively with property managers, owners, and regulatory partners.
General Support
- Assist the Compliance Director with special projects and other compliance-related duties.
- Travel to properties for site visits, audits, or trainings (may include occasional overnight stays).
- Participate in company-sponsored events and team development opportunities.
What We’re Looking For
Skills & Qualifications
- High School diploma or GED required; college degree .
- 4–6 years of experience in affordable housing compliance, with strong knowledge of tax credit and Section 8 qualification processes.
- Tax credit certification (e.g., COS, C3P, TCS) and property management experience required.
- Must be able to pass COS certification within the first year of employment.
- Proficient with Yardi and Microsoft Office (Word, Excel, Outlook); strong math and data entry skills.
- High attention to detail, strong organizational skills, and ability to manage multiple priorities in a fast-paced environment.
- Excellent communication, professionalism, and discretion with confidential information.
- Must be self-motivated, proactive, and able to work independently or as part of a team.
- Ability to analyze contracts, regulatory agreements, and loan documents.
Physical & Work Environment
- Ability to sit, read, and type for 5–7 hours daily.
- Occasional lifting (up to 30 lbs.), stair climbing, and site travel.
- Adequate vision and verbal skills for communicating with internal and external partners.
