Core Functions
The Fire Prevention Officer is responsible for the design and administration of the Regional Fire Prevention and Safety Programs on Cree territory. More specifically, the incumbent is responsible, in collaboration with the Cree communities, for ensuring the consistent application of the Regional Fire Prevention and Safety Programs and its necessary updates and improvements.
Functional Responsibilities:
- Ensure the implementation of the Regional Fire Prevention and Safety Programs with a proactive approach with each community.
- Conduct inspections to ensure compliance with fire regulations, and with the development and delivery of public education programs.
- Participate in fire investigations to determine the origin and cause and review all fire cause investigation reports conducted by local fire investigators.
- Develop and implement an inspection program that will meet the fire safety standards for all public and private buildings.
- Develop, plan, organize and implement public education programs and activities on fire prevention and safety to inform groups, businesses and to the public in various forms of media and conduct; and with the collaboration of local Fire Prevention Officers, develop, plan and organize the fire evacuation drills.
- Coordinate the communities’ fire prevention programs, including fire safety presentations, smoke detector inspections, fire extinguisher training and fire prevention week activities.
- Recommend and inform the Fire Marshal of ways to improve training sessions in accordance to operational guidelines.
- Research technological changes and recommend new programs and procedures to the Fire Marshal.
- Advise local Fire Chiefs of safety practices regarding use of electricity and the storage of combustible materials.
- Ensure that the Regional Fire Prevention and Safety Programs are implemented and raise public awareness of fire hazards in all Cree communities and within Cree Nation buildings.
- Advise Fire Chiefs on how to offer fire prevention training and awareness workshops at schools, health centres, administration offices, etc.
- Provide support to the local fire prevention officers.
Interaction/Communication Responsibilities:
- Work on the elaboration of fire prevention brochures.
- Collaborate with architects to examine and inspect building construction plans and specifications to ensure they comply with fire safety regulations.
Administrative Responsibilities:
- Maintain a proper file management system in order to ensure an efficient retrieval of information.
- Maintain and increase knowledge and skills through attendance at meetings, conferences, and training seminars.
- Attend quarterly meetings of all Fire Prevention Officers.
- Assist in the production of quarterly reports.
Reporting Responsibilities:
- Fulfill all reporting requirements attributed, under applicable federal and provincial legislation.
- Collaborate, coordinate and share information with the Cree Nation Government regarding the above, as applicable.
Budgeting/Funding Responsibilities:
- Identify needs to evaluate and develop budget.
Other Responsibilities:
- Maintain up-to-date knowledge and skills in area(s) of responsibility.
- Perform other duties as required.
Qualifications
Education:
- College diploma in fire protection or related area.
Experience:
- Three to five years of relevant work experience.
- Experience in project management.
- Experience as a volunteer firefighter is an asset.
Language:
- Fluency in Cree.
- Fluency in English.
- Fluency in French is an asset.
Knowledge and Abilities:
- Knowledge of regional policies, rules, and regulations and other applicable laws, ordinances, and codes pertaining to fire prevention and investigation.
- Ability to read and interpret a variety of technical materials, including codes, manuals, and periodicals.
- Customer-focused and service-oriented.
- Proven ability to communicate effectively.
- Strong attention to detail and accuracy.
- Strong organizational skills and the ability to coordinate multiple projects.
- Strong judgment and proven ability to problem-solve.
- Demonstrated ability to take initiative.

- Proficiency in Microsoft Office products.
Additional Requirements:
- Willingness to undertake work that may require moderate physical effort.
- Willingness to travel frequently.
The Cree Nation Government may, at its discretion, waive any or all of the aforementioned requirements if a suitable candidate who is a JBNQA beneficiary accepts to follow a training plan determined by the Cree Nation Government as a condition of employment.
