Overview (cont.)

The full-time, contract Business Systems Analyst 3 position will support and assist the Line and Civil Works Engineering (TEL) team, within the Transmission Engineering & Technical Services (TE) organization at BPA. This position will provide support for asset data management projects under the Transmission Engineering and Technical Services programs by providing expertise for planning, development, integration, and implementation of state-of-the-art technologies, methods, and standards for interim and long-term solutions to manage risk and spend efficiently on BPA's transmission system. This position will analyze, process and model data and interpret the results to develop data-driven solutions and provide visibility to critical data metrics that can assist in decision making. Responsibilities include data services and reporting (e.g., database administration and data integration including backup and recovery, database design, data integrity and monitoring) as well as implementation and improvement of systems.

Organization

Engineering & Technical Services is responsible for implementing the Transmission Capital Program, providing technical support for the Transmission Maintenance Program and providing real property services to the agency. This organization provides services supporting the capital program that include project management, engineering, design, specifications, contract construction management, construction inspection and commissioning services. Projects include transmission lines, substations, control and protection systems, telecommunication facilities, and nonelectric facilities. Services supporting transmission maintenance include developing maintenance standards, field and laboratory testing services, specialized technical training, equipment failure analysis, high level equipment and systems expertise, spare parts sourcing, and development of advanced maintenance techniques. Technical experts make recommendations and promote the development and integration of advanced technologies to improve system reliability and reduce costs.

Position Responsibilities
  • All official drafts, documents and recommendations must be reviewed, finalized and approved/accepted by appropriate BPA manager or other federal personnel with authority to do so.
  • Work closely with engineering teams to identify and answer operational and reliability questions, to provide data-driven insights that support and inform broad strategic initiatives.
  • Drive the development of big data and data mining solutions to enable extraction, analysis, and modeling of data to solve complex problems.
  • Introduce new analytical and predictive models and methodologies to establish new best practices in operations.
  • Develop and recommend new solutions for data access, maximization, and utilization, and identify trends and opportunities for future development.
  • Perform research to design and implement algorithms for extracting information from large quantities of raw data.
  • Perform independent studies and assessments to evaluate the effectiveness of new computational and storage technologies.
  • Provide visuals and executive summaries as a technical advisor to senior management and other stakeholders.
  • Interpret model output for impacted and interested operational parties and stakeholders.
  • Develop and apply appropriate testing and prototyping of programs.
  • Provide technical expertise on analytics addressing BPA and industry-specific questions.
  • Create procedural and technical documentation of models before handing over routine model running to reporting personnel.
  • Review analytics created by others, provide advice and consultation, and lead independent verification of results when needed.
  • Facilitate coordination of data and selection of methodologies.
  • Facilitate gathering and analyzing information using standard tools to integrate data from multiple sources.
  • Clarify business operations and functions and solve existing problems.
  • Perform and fix complex SQL queries.
  • Create data models to store program data.
  • Coordinate with Geographic Information System (GIS) program representatives.
  • Work closely with IT groups to coordinate current and future IT plans and activities, including coordination and technical assistance to facilitate specific development projects that involve the computing environment.
  • Maintain filing systems and records in accordance with compliance requirements and information security standards.
Requirements

Education & Corresponding Experience (required on matrix)

Bachelor's or Associate's degree in mathematics, computer science, business systems, machine learning, statistical methods, or closely related technical field is preferred.

With a Bachelor's degree, 8 years of experience is required; With an Associate's degree, 10 years; Without an applicable degree, 12 years.

Experience must include manipulating data sets, using Web Services, querying databases, and coding in two or more programming languages. Develop data models and algorithms.

Required Technical Skills & Experience (required on matrix)

Knowledge of arithmetic, algebra, geometry, calculus, statistics, and their applications. Demonstrated skill in Java, VBA, Power Query Language (M) and SQL. Ability to customize statistics, ML, optimization, signal processing, text retrieval, and NLP to analyze data and interpret results. Ability to translate vague goals into data-driven analyses. Strong communication skills with senior stakeholders.

Five years of experience in generating reports (Power BI), Excel (pivot tables, charts, etc.), VBA data collection and bulk database manipulation, and one year experience with Power BI and DAX.

Preferred Skills & Experience

GIS and Asset Management Systems knowledge; experience with R and/or Python; energy/utility industry experience.

Additional Requirements

Valid U.S. Driver's License is required.
