Job description
Tasks

The Contractor’s resource will perform tasks to support Cyber Assurance Programs. These tasks may include, but are not limited to the following:

  • Consult on a range of issues affecting the organization’s ability to achieve the project’s business objectives.
  • Consult on the implementation of various business systems and process improvements for Business Planning, Financial Management, Human Resources and/or Facilities Management to maximise increased efficiencies.
  • Review, analyse and/or update of the Program’s financial audits and procurement control frameworks to implement and identify issues concerning the operational effectiveness of existing or planned improvements, such as Post Payment Reviews, Functional Planning Guidance, etc.
  • Review, analyse and report on departmental lateral accountabilities requirements to identify information, procedures and impacts on existing resources (financial and human) to assess the Program’s capacity and capability to undertake and successfully deliver an initiative or a policy / program change.
  • Analyse and develop options and business cases to assist management in making program change decisions (e.g. transformation of a program component, alternative service delivery, financial viability).
  • Analyse and/or develop applicable policies and related documents (i.e. such as Defence Administrative Orders and Directives, Materiel Management Instruction, Materiel Group Instructions, Directives, etc or similar corporate policies) and report on potential program impacts.
  • Consult on, review, assess, and evaluate financial management processes and activities, procedures and guidelines, including financial management practices and provide reports on recommendations for improvements including assessment of proposed Service Level Arrangements and Memorandum of Understandings in the context of service delivery and budgetary program options and solutions.
  • In depth analysis of Program, Project and Activity Costing to completion and preparation and delivery of reports outlining the costs, issues and providing recommendations on financial impacts, options and where applicable action plans and recommendations.
  • Establish plans to manage and engage stakeholders and provide recommendations as requested.
  • Establish outcome management plans and related processes as they pertain to the Land Cybersecurity Mission Assurance Program and its business life cycle, ensuring Program activities alignment to the Departmental Results Framework.

  • MT.1 The Bidder must demonstrate that the proposed resource has a master’s degree in project management from a recognized Canadian post-secondary institution. Please provide a copy of the master’s degree/diploma in project management from a recognized Canadian post-secondary institution and all relevant project management certifications; it is mandatory that this be included in the bid submission.
  • MT.2 The Bidder must demonstrate that the proposed resource has a valid and relevant professional certification as a Business Consultant. Please provide a copy of the certifications; it is mandatory that this be included.

Rated Criteria
  • RT.1 The Bidder should demonstrate that the proposed resource has a minimum of four (4) years combined experience of complex project management within the last ten (10) years in developing: a) Strategic and Business Plans; b) Departmental Framework Results Reports; c) Financial Planning and Expenditure Accounting; d) Human Resources requirements and reporting. Complex is defined as large, multi-stakeholder Major Capital Defence Acquisition projects with a value of $100M or more involving multiple (at least three) stakeholders. Include name and description of client organization and relevant experience; timeframe; roles and responsibilities; detailed examples; and references. Reference checks will be conducted to confirm information. Within the Department of National Defense: 60 months = 30 pts; 48 months to 60 months = 25 pts; less than 48 months = 0 pts. Within a Canadian Federal Department or Agency: 60 months to 72 months = 25 pts; 48 to 60 months = 20 pts; less than 48 months = 0 pts. Points are not cumulative; the highest option applies.
  • RT.2 The Bidder should demonstrate that the proposed resource has a minimum of four (4) years combined experience within the last ten (10) years in the development of: a) Business analysis, project charters, key performance indicators; b) Development of intra- or inter-departmental Service Level Agreements, Memorandum of Understanding including Performance Reviews; c) Defining and producing Treasury Board project approval submissions and forecast costings for military equipment and weapon systems projects. Include name and description of client organization and relevant experience; timeframe; roles and responsibilities; detailed examples; and references. Reference checks will be conducted to confirm information. Within the Department of National Defense: 60 months to 72 months = 20 pts; 48 to 60 months = 15 pts; less than 48 months = 0 pts. Within a Canadian Federal Department or Agency: 60 months to 72 months = 15 pts; 48 to 60 months = 10 pts; less than 48 months = 0 pts.
