Organizational and Business Transformation Consultant

The consultant will be responsible for:

  1. Specifying the organization's objectives, developing policies, standards, and plans to achieve these objectives.
  2. Advising senior management on issues affecting the organization's ability to meet business objectives.
  3. Developing and managing the implementation of organizational improvement plans, including identifying, analyzing, planning, tracking, and controlling improvements on a continuous basis.
  4. Making recommendations, providing advice for improvements, and assisting in developing and implementing solutions.
  5. Coaching on business-related topics.
  6. Assisting stakeholders in understanding their strategic goals.
  7. Analyzing stakeholder business objectives and recommending solutions to address business problems.
  8. Implementing and evaluating cross-functional decisions to enable organizational objectives.
  9. Assessing the organization's capacity and capability to undertake and successfully deliver initiatives or changes.
  10. Examining the link between organizational goals and work processes to achieve objectives at strategic and operational levels.
  11. Processing problems into solutions or new opportunities, researching best practices.
  12. Developing mission and vision statements.

Other Tasks

The Business Consultant must perform the following tasks if required by the Project Authority:

  • Consider best practices in other government departments.
  • Ensure consistency with the Government of Canada's policy frameworks and initiatives.
  • Account for the impact of transformative activities within DND and the government at large.
  • Identify options for business models and opportunities to strengthen, reform, and realign duties to build strength.
  • Propose realignment of roles and responsibilities to meet transformation needs while achieving resource reduction targets.
  • Identify risks to the implementation of proposals and develop risk mitigation strategies.
  • Develop implementation strategies where required.

Qualifications

  • Must demonstrate experience as a Chief Financial Officer (CFO) for at least three (3) years within the last ten (10) years in the Government of Canada, and experience as an CIO in the public or private sector within the past fifteen (15) years.
  • Must have at least ten (10) years of experience in the last fifteen (15) years providing strategic advice and direction for financial or corporate management systems to senior management in the public sector.
  • Must have three (3) years of experience in business transformation of SAP-based financial systems within the last ten (10) years within the Government of Canada.
  • Must have at least ten (10) years of experience within the last fifteen (15) years at the senior management level, developing processes and policies in an Information Management / IT / Enterprise Transformation environment.
