Title: Associate Manager - Workforce Planning

Reporting to: Senior Manager Workforce Planning

Our client, a large and complex organisation operating in the industrial and manufacturing sector, is seeking an Associate Manager - Workforce Planning to join their Human Capital function. This role will play a critical part in managing the annual workforce planning cycle and supporting senior leadership with data-driven workforce insights to enable effective strategic decision-making.

Role Purpose

This individual will be required to lead the annual workforce planning exercise by partnering closely with the business to understand evolving strategies and operating models. The role is responsible for evaluating workforce requirements and providing management with accurate, timely and insightful workforce data to support organisational objectives.

Key Responsibilities
  • Policies, Processes & Procedures: Recommend improvements to departmental policies and oversee the implementation of procedures and controls across Organisation Development and Workforce Planning. Ensure all activities comply with internal policies, legislative requirements and best practice standards, while delivering a high-quality and cost-effective service.
  • Day-to-Day Operations: Supervise daily operations of the Workforce Planning and Organisation Development function. Ensure work processes are executed as designed and in line with approved policies and procedures.
  • Workforce Planning: Lead and manage the integrated annual workforce planning exercise to ensure agreed outcomes set by senior leadership are achieved and approved. Oversee workforce budget costing and ensure alignment with approved workforce plans and Human Capital policies. Supervise cost analysis, comparative studies and variance reporting to support strategic and operational decision-making. Participate in business performance reviews and productivity initiatives, providing workforce-related insights and clarifications. Manage manpower planning for non-budgeted positions in response to emerging business requirements. Ensure functions comply with approved manpower plans and workforce budgets.
  • Leadership & Stakeholder Support: Conduct workforce analytics, including Emiratisation and other workforce metrics, to support leadership in achieving annual targets and KPIs. Act as a trusted advisor to senior stakeholders on workforce-related matters.
  • Organisation Structure: Manage organisational structure changes using the approved standard format and coordinate management approvals.
  • Standards & Governance: Design and implement workforce planning processes, standards and governance frameworks aligned with local regulations and leading practices. Contribute to building a robust and sustainable Human Capital framework.
  • People Management: Lead and supervise team members by providing regular coaching, feedback and performance guidance. Ensure team objectives are achieved efficiently and in line with individual performance targets.
  • Safety, Quality & Environment: Ensure compliance with all relevant safety, quality and environmental policies and procedures. Promote a safe, compliant and environmentally responsible workplace culture.
