Qualifications

Job description

JOB PURPOSE

Support Projects Cost Estimation including forecasting the financial and other resources needed to complete the projects within a defined scope to achieve the project objectives.

Develop best practices for cost estimation for improving operational performance which includes cost targeting and benchmarking activities from concept to design to achieve the lowest product costs and support implementation of cost reduction opportunities.

KEY ACCOUNTABILITIES

• Assist the review of all project proposals including CAPEX, OPEX, Revenue and other cost associated to ensure the technical robustness and profitable economics with emphasis on HSE matters and energy efficiency at the project approval stage.
• Assist the review of Feasibility, Pre-FEED, FEED documents or any studies, as necessary, to make comments, that supports the decision making for a project stage gate approval.
• Coordinate with Project team for evaluation of project proposals and submission to Investment Committee for necessary endorsement. Assist and review special studies related to ADNOC GAS Projects and participate in task forces as assigned to evaluate performance, integrity review, inspections, and audits.
• Support in the review of project proposals, recommendations, issues and concerns occurring all through the project cycle from FEED until close-out of the project including economics, profitability, contracting strategy, Project management consultancy, key contract terms and awards, Bidders list for Consultants, Post completion analysis and lessons learnt for improvement for future projects cost estimation.
• Ensure compliance to Project Value Assurance Process (VAP).

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS

• Bachelor Degree in Engineering or equivalent professional qualification.
• 9 years of experience in Cost Control & Estimation role for large Projects in the Oil and Gas industry.
• Strong analytical and problem solving skills.
• Cost Estimation & Cost Control Certification like ACE and working experience in Cost Estimation Software like k-base, at Risk etc. desirable.
• Thorough understanding of cost control, cost estimation and budgeting principles
• Strong experience in executing project cost control, estimating and budgeting activities in oil and gas industry
• In depth knowledge of oil and gas industry codes and standards with proven ability to apply the standards to oil and gas projects cost control and cost estimation
• Strong experience in preparing and reviewing the cost estimates submitted by Pre-FEED / FEED Engineers and PMCs.

PROFESSIONAL CERTIFICATIONS

• Professional certification in Finance / Cost estimation & Control (Preferable).
