Job Summary

The Sewerage / Stormwater Inspector is responsible for the daily supervision inspection and quality control of all sewerage and stormwater network construction activities within the project. Working under the direction of the Resident Engineer (Wet Services) or Assistant Resident Engineer, the Inspector ensures that all works are executed in accordance with approved drawings, specifications and project quality standards.

The role involves close coordination with the contractors' site team to verify materials, monitor installation methods and ensure compliance with health, safety and environmental requirements. The Inspector plays a key part in maintaining accurate site records supporting testing and commissioning and ensuring the successful delivery of sewerage and stormwater systems that meet authority and client standards.

Key Job Duties
1. Site Supervision & Quality Control
  • Conduct daily inspections of sewerage and stormwater works including excavation, pipe laying, manholes, chambers and connections.
  • Ensure that construction activities comply with approved shop drawings, technical specifications and relevant authority standards (e.g. ADSSC ADM).
  • Verify that materials delivered to site conform to approved material submittals and are properly stored and handled.
  • Check pipe gradients, alignments, bedding and backfilling operations to ensure compliance with design requirements.
  • Monitor proper execution of waterproofing, benching and channel finishes inside manholes and chambers.
2. Testing & Inspection Activities
  • Witness and record results of inspections and field tests including pressure tests, infiltration tests, manhole watertightness tests and CCTV inspections.
  • Ensure testing and commissioning activities are performed as per project specifications and under approved procedures.
  • Coordinate with QA/QC representatives to verify that all inspection and testing requests (ITRs/ITPs) are properly closed.
3. Documentation & Reporting
  • Maintain accurate and up-to-date site inspection records, photographs and daily reports.
  • Record all observed non-conformities and assist in following up corrective actions until resolution.
  • Support the preparation of weekly and monthly progress summaries highlighting key activities and quality observations.
  • Verify that red-line as-built drawings are continuously updated to reflect site progress and changes.
4. Coordination & Communication
  • Coordinate with other inspectors and disciplines (water, irrigation, roads, structures, electrical) to avoid service conflicts and ensure proper sequencing of works.
  • Report to the Assistant Resident Engineer or Resident Engineer on site progress issues and any deviations from design or specifications.
  • Liaise with the contractors' engineers and foremen to clarify inspection remarks and ensure corrective measures are implemented.
5. Health Safety & Environmental Compliance
  • Enforce adherence to project HSE requirements and report any unsafe acts, conditions or environmental violations.
  • Stop works immediately in case of unsafe conditions or non-conforming activities and notify the Resident Engineer.
  • Participate in safety briefings and toolbox talks to promote a culture of safety and awareness among site personnel.
6. Technical & Professional Conduct
  • Maintain a thorough understanding of project drawings, specifications and authority standards related to sewerage and stormwater systems.
  • Ensure inspection activities are performed impartially and professionally, maintaining integrity in all site dealings.
  • Support the Resident Engineer during audits, inspections and handover activities.
7. Handover & Final Inspection
  • Assist in the final inspection and snagging of sewerage and stormwater systems prior to handover.
  • Verify completion of outstanding works, proper rectification of defects and readiness for commissioning.
  • Support review of O&M manuals, as-built records and final test certificates prior to system acceptance.
