Overview

One of our banking clients in Dubai is looking to hire a highly skilled Project Finance Manager to oversee the financial governance of large-scale technology projects. This role is finance-led but project-oriented, requiring strong coordination between finance, accounting, and technology teams. The selected candidate will report directly to the Head of Finance for Support Functions and work closely with the Transformation Office and senior tech leaders. The portfolio includes oversight of 20–30 ongoing technology projects, representing AED 500M CapEx and a running budget of AED 2B.

Responsibilities

• Manage governance and financial reporting for bank-wide tech projects.
• Critically evaluate business cases, CapEx proposals, ROI, and benefit analysis.
• Ensure budgets are properly captured in finance templates, iPro, and Oracle systems.
• Coordinate with Project Managers, Transformation Office, CAD, and CPD for project initiation, budgeting, and capitalization upon completion.
• Monitor cost overruns, underutilization, or non-utilization of budgets, providing timely alerts to management.
• Prepare dashboards and financial reports for senior stakeholders.
• Ensure compliance with internal policies, accounting standards, and governance frameworks.
• Drive the annual CapEx planning exercise with Tech and Business Leads.
• Present findings, risks, and recommendations to senior boards and group heads.

Candidate Requirements

• UAE Nationals only (with Family Book).
• 5–8 years’ experience in banking or technology-driven finance projects.
• Master’s in Finance / Accounting, CA or MBA in Finance preferred.
• Strong background in accounting with proven project finance exposure.
• Experience with Oracle or equivalent financial systems (iProcurement, project accounting).
• Excellent presentation and communication skills with the ability to engage senior stakeholders.
• Strong problem-solving mindset and ability to manage multiple priorities.
