Reporting Lines

The National Professional Officer (Administration) reports to the Subregional Coordinator (SRC) for the Gulf Cooperation Council (GCC) States and Yemen.

Technical Focus

Programme administration and financial management, including accounting and personnel administration.

Key Results

Effective and efficient provision of administrative support to the programme and project activities of the Subregional Office.

Key Functions

  1. Plans, organizes, and coordinates the office's administrative services.
  2. Provides administrative support in the implementation of FAO collaborative programmes and ensures periodic monitoring of their implementation.
  3. Develops and implements procedures, norms, and systems in compliance with existing policies, for a full range of administration-related processes including personnel.
  4. Manages and supervises the administrative team.
  5. Reviews and analyzes data from various sources, including FAO's corporate systems and databases.
  6. Prepares reports, financial and budgetary estimates for projects; plans and organizes the application, control, and accounting of approved budgetary allocations by projects and programmes; prepares special reports for budget preparation, audits, and other requests.
  7. Reviews accounts, processes payments according to established rules, and liaises with local banks and financial institutions.
  8. Oversees the financial and administrative correspondence and filing system of the office.
  9. Monitors the receipt of Government contributions and ensures all procurement and customs clearances for programmes, projects, and the office are properly requested and obtained.
  10. Ensures compliance with the Organization's security guidelines (Minimum Operational Security Standards - MOSS).

Specific Functions

  1. Promotes the image of FAO through advocacy of the SNG's mandate, programmes, national priorities, and activities.
  2. Supports corporate initiatives in line with the Corporate Environmental Responsibility Strategy to reduce emissions, increase efficiency, and promote sustainability.
  3. Collaborates in the coordination of procurement processes following FAO rules, regulations, policies, and SOPs.
  4. Participates in the Operational Management Team (OMT) to align UN operations with the UNCT strategic framework and the UAE Business Operations Strategy (BOS).

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  1. Nationality of the country of assignment.
  2. Advanced university degree (Master’s or equivalent) in business or public administration.
  3. At least three years of relevant experience in office management, administration, accounting, audit, budget, or finance.
  4. Proficiency in English and Arabic (Level C).

Technical / Functional Skills

  • Experience in multiple locations or field positions is desirable.
  • Knowledge of office management and administration, including supervisory experience.

  • Knowledge of FAO's systems or relevant financial modules is an asset.
  • Strong analytical and judgment skills, with the ability to apply rules and regulations.
