Overview
Manages and leads a high-performance Project Management Office (PMO) that drives structured execution, visibility, and control across enterprise-wide technology and digital transformation initiatives. Focuses on governance, portfolio oversight, and delivery assurance while ensuring alignment with organisational strategy. Oversees project managers and analysts, manages the full project lifecycle, enforces governance standards, and provides executive leadership with clear insights into portfolio performance.
Responsibilities
PMO Leadership & Governance
- Defines, implements, and continuously enhances project delivery frameworks, tools, and templates (Agile, Hybrid, Waterfall).
- Leads portfolio-level governance, including intake, prioritisation, and executive-level reporting.
- Facilitates steering committees and gate reviews; tracks and escalates project health metrics.
Portfolio & Delivery Management
- Oversees the enterprise-wide IT project portfolio, ensuring scope, timeline, cost, benefit realisation, and risk are consistently monitored.
- Coordinates dependencies across infrastructure, applications, business units, and external vendors.
- Ensures operational readiness and successful transition of projects to support functions.
Risk, Change & Financial Control
- Establishes and enforces structured RAID (Risks, Assumptions, Issues, Dependencies) management.
- Oversees change control processes, ensuring scope validation and adherence to approved timelines.
- Collaborates with Finance on forecasting, budgeting, and project financial oversight.
Stakeholder Engagement & Communication
- Acts as the single point of accountability for executive leadership regarding portfolio alignment.
- Prepares and delivers high-quality dashboards, reports, and presentations for leadership.
- Fosters structured communication between IT, clinical, business, and executive stakeholders.
Team Leadership & Capacity Management
- Leads, mentors, and coaches project managers and analysts across diverse technology domains.
- Manages team capacity, performance reviews, and career development of PMO staff.
- Standardises project delivery practices and supports recruitment and onboarding processes.
Qualifications
Position Qualification:
- Bachelor's Degree in Information Technology, Business Administration, Healthcare Management, or related field.
- Certificate in Project Management - PMP, PgMP, PRINCE2, or equivalent project/program management credential.
- Certificate in Agile or Lean Practices - SAFe, Scrum, or Lean certification preferred.
- Certificate in IT Service Management - ITIL Foundation or equivalent service management framework preferred.
PROFESSIONAL EXPERIENCE:
- Minimum of eight (8) years of progressive IT project/program management experience, including at least three (3) years in a PMO or portfolio leadership role.
- Knowledge of project and portfolio management methodologies, frameworks, and tools (Agile, Waterfall, Hybrid).
- Knowledge of healthcare technology environments, enterprise IT systems, and regulated operational models.
- Knowledge of project financial management, including forecasting, budgeting, and cost control.
- Skills in establishing and managing PMO governance processes and delivery frameworks.
- Skills in program and portfolio oversight, including scope, schedule, cost, and risk management.
- Skills in executive-level reporting, dashboard development, and stakeholder communication.
- Skills in using delivery and collaboration tools such as MS Project, Smartsheet, ServiceNow PPM, Jira, Confluence, and Power BI.
- Ability to lead and mentor project managers and analysts, building long-term project management maturity.
- Ability to coordinate cross-functional teams across infrastructure, applications, clinical, and vendor domains.
- Ability to maintain clarity, resilience, and decision-making under pressure in mission-critical environments.
