JOB PURPOSE

JOB PURBOSE

The HS&E Construction Officer is responsible for implementing and enforcing RAKEZ Health, Safety & Environmental (HS&E) requirements across construction and modification activities within RAKEZ zones. The role focuses on site inspections, permit compliance, incident support, and contractor engagement to ensure a safe and compliant working environment in line with UAE regulations and RAKEZ standards.

RESPONSIBILITIES

• Conduct routine and ad-hoc HS&E inspections on construction and modification sites.
• Monitor compliance with RAKEZ HS&E policies, UAE regulations, and approved safety plans.
• Review HS&E documentation for construction permits, including risk assessments and emergency plans.
• Support incident investigations, emergency response, and follow-up on corrective actions.
• Coordinate with contractors, consultants, and clients on safety requirements and enforcement actions.
• Maintain inspection records, reports, and compliance documentation.
• Support HS&E awareness initiatives, toolbox talks, and safety campaigns.

QUALIFICATIONS & EXPERIENCE

• Diploma or bachelor’s degree in engineering, Occupational Health & Safety, Environmental Science, or related field.
• NEBOSH International General Certificate (required).
• OSHA Construction Certification and Emergency Response certifications (preferred).
• 3–5 years’ experience in HS&E inspection or enforcement, preferably in construction or industrial environments.
• Strong knowledge of UAE occupational safety regulations and ISO standards (ISO 45001, ISO 14001, ISO 9001).
• Experience interpreting technical drawings, site layouts, and risk assessments.
• Valid UAE Driving License.
