Job Overview
The HSE Officer will be responsible for implementing, monitoring, and maintaining health, safety, and environmental standards across project sites and facilities. The role requires strong knowledge of UAE HSE regulations, risk management practices, incident investigation procedures, and workplace safety protocols. The ideal candidate will ensure compliance with legal requirements, industry standards, and company policies while promoting a culture of safety among employees and contractors.
Key Responsibilities
- Develop, implement, and maintain HSE policies, procedures, and guidelines in accordance with UAE laws and project requirements.
- Conduct regular site inspections, safety audits, and risk assessments to identify hazards and recommend corrective actions.
- Monitor environmental aspects of operations and ensure compliance with sustainability and waste management standards.
- Deliver toolbox talks, HSE training programs, and awareness sessions for employees and subcontractors.
- Maintain accident/incident reports, investigate root causes, and implement preventive measures to avoid recurrence.
- Ensure all safety‑related equipment, PPE, and emergency systems are maintained and available at all times.
- Liaise with government authorities, consultants, and external auditors regarding HSE‑related matters, documentation, and approvals.
- Monitor compliance with safe work practices and enforce disciplinary measures for safety violations.
- Develop and maintain emergency response procedures and coordinate drills.
- Prepare and submit regular HSE performance reports, documentation, and compliance records to management.
Essential Qualifications
- Bachelor’s Degree / Diploma in Engineering, Environmental Science, Occupational Health & Safety, or related discipline.
- Minimum of 5 years of hands‑on HSE experience in construction, engineering, oil & gas, infrastructure, or related industry (UAE/GCC experience preferred).
- NEBOSH IGC certification is mandatory; additional certifications such as IOSH, OSHA, or related HSE courses are an added advantage.
- Knowledge of UAE HSE regulations, EHSMS frameworks, and Dubai Municipality / Civil Defense safety requirements.
Skills Required
- Strong understanding of risk assessment methodologies, hazard identification, and mitigation planning.
- Excellent communication skills with the ability to deliver training and influence workforce behavior.
- Proficiency in preparing HSE reports, documentation, and incident investigation records.
- Ability to handle emergency situations, crisis management, and decision‑making under pressure.
- Strong observation, analytical, and problem‑solving skills.
- Familiarity with safety management systems, PPE standards, and permit‑to‑work systems.
