Job Description
We are seeking a highly skilled and experienced HSE Engineer to join our team in the UAE.
The ideal candidate must possess a strong background in health, safety, and environmental practices within the building construction sector.
Roles and Responsibilities
- Development, review, and update of a Health, Safety, and Environment Management Plan.
- Develop and deliver a monitoring schedule including site tours, inspections, and audits.
- Create a competency framework, including training matrix, records, and planning for the team.
- Lead weekly formal Health and Safety inspections, workshops, and meetings; raise and verify closure of observations and actions.
- Chair weekly Health and Safety meetings with contractor’s HSE and management teams.
- Ensure the contractor, subcontractors, suppliers, and vendors comply with the requirements set in:
- Health, Safety, Quality, and Environment Policy
- Health and Safety Management System
- Assurance Standards – Health and Safety
- General conditions of construction contracts, legal, and other requirements
- Ensure construction HSE plans are in place for each contractor prior to starting work.
- Review, approve, and verify the implementation of the contractor's HSE plans, method statements, and risk assessments.
- Ensure the contractor provides sufficient competent HSE professionals to meet legal and employer requirements.
- Communicate the HSE policies, objectives, standards, and hazard information to all contractors and personnel.
- Conduct HSE pre-start kick-off meetings with contractors.
- Attend and possibly chair contractor meetings to ensure contractual HSE requirements are met.
- Coordinate with contractor’s and employer’s HSE departments.
- Provide leadership, guidance, and technical support regarding HSE standards.
- Ensure security, traffic management, logistics, and emergency arrangements are in place and effective.
- Support project managers and design consultants in HSE compliance and communication.
- Monitor and review the HSE performance of contractors and their supply chains, addressing nonconformances promptly.
- Issue work suspension instructions in case of imminent safety risks or unsafe conditions.
- Report, investigate, and review all incidents and near misses, providing technical support as needed.
- Regularly report HSE performance to the employer and Head Office, including monthly reports.
- Ensure contractors develop and implement reward and recognition schemes.
- Ensure the contractor produces a comprehensive HSE file as per employer’s requirements.
Qualifications
Education
- Bachelor’s degree in occupational health and safety, engineering, or a related field.
- Level 5/+ qualification in Occupational Health and Safety (e.g., NEBOSH Diploma, IOSH Level 5, NVQ Level 5, OTHM Level 6, BSC Diploma).
Registrations / Certifications
- CM / Cert.-IOSH, CSP, CRSP, MIIRSM, or equivalent.
- ISO 45001:2018 and ISO 14001:2015 Lead Auditor certifications.
Experience
- Minimum 12 years of experience in the construction industry.
- Previous experience as a supervision consultant is advantageous.
