Job summary

Job description
JOB PURPOSE

Responsible for supporting the development of RAKEZ occupational health, safety, and environmental policies and standards, and implementing and monitoring the compliance with HS&E rules, regulation, standards, and guidelines, through contributing in conducting risk assessment, establishing health and safety initiatives and audits, and enforcing preventative/corrective measures to establish a safe workplace, minimize unhealthy situations / hazardous activities / job-related incidents, and foster a culture of attention to health, safety and environment.

RESPONSIBILITIES
  • Support the development of RAKEZ health, safety, and environmental policies and programs, procedures, standards, guidance, information, checklists, and database records that comply with relevant local rules and regulations, international standards, and best practices. Apply principles that demonstrate RAKEZ's commitment to effectively assessing and managing HS&E in its properties.
  • Assist in conducting and reviewing Risk Assessments for operations and tasks of RAKEZ and its clients at different sites as per OHSAS requirements, to identify HS&E deficiencies and help in enforcing suitable mitigation plans and assist in implementation/enforcing of the mitigation plan. Monitor and update the HS&E risks register and ensure all mitigation plans are strictly adhered to.
  • Organize the issuance of HS&E Permits for RAKEZ own projects, and clients’ projects after evaluating the applications and associated approvals, certificates, and documents.
  • Supervise and liaise with on-site contractors as well as clients’ and their contractors during any operations/tasks/assignment and assess their compliance with applicable regulations and adherence to safety standards, and ensure that all employees, contractors, and site visitors receive HS&E inductions and that suitable PPE and certified lifting equipment and pressure vessels are used. Encourage/enforce safe working practices, ensure that HS&E rules are being followed, corrects obvious hazards immediately, or report them to the proper personnel. Ensure that HS&E -and if necessary other- relevant Managers are kept fully informed of significant issues that may arise.
  • Contribute to the development of emergency management plans and assist in planning and execution of emergency response exercises and drills by leading the Emergency Response Team to test such plans and arrangements, and to ensure the highest level of readiness and awareness of how to act in any emergency among RAKEZ staff and clients. Respond to fire emergency calls in and outside of regular working hours.
  • Contribute in incidents (including near-misses) investigation of (or assist with the investigation of) all significant such incidents, to identify immediate and root causes, to recommend appropriate responsive actions, and to monitor implementation of such actions, in order to promote incident prevention for the benefit of employees, clients, and visitors.
  • Facilitate the relationship between clients and external HS&E authorities to receive relevant NOC/approval.
  • Keep abreast of changes in all local and federal HS&E rules, regulations, and best practices, and appropriate advice and assist line manager/supervisor in the implementation of actions arising from these changes.
OTHER REQUIREMENTS
  • Diploma or bachelor’s degree from an accredited institution (Engineering, Science, Safety, or Environmental preferred).
  • NEBOSH National General Certificate in Occupational Safety & Health; CSP and OSHA certifications preferred.
  • Minimum 5 years’ experience in HS&E within construction or industrial environments.
  • Strong knowledge of HS&E legislation, policies, procedures, and ISO standards (ISO 9001, ISO 14001, OHSAS 18001).
  • Experience in supervising contractors and managing site-based HS&E activities, including civil and electrical works.
  • Ability to assess workplace hazards, implement corrective measures, and deliver effective HS&E training.
  • Excellent communication skills: English required, Arabic preferred.
  • Strong analytical, problem-solving, and decision-making skills; able to remain calm under pressure and in emergencies.
  • Good planning, time management, and interpersonal skills; able to work independently and as part of a team.
  • Physically fit for regular site visits across RAKEZ facilities.
  • Proficient in Microsoft Office applications.
