Responsibilities:
- Extensive knowledge and experience in cost and commercial management across all project stages, including pre-contract tendering and post-contract execution.
- Preferably, recent Middle East construction market experience within the last 5 years.
- Experience in delivery within KSA would be advantageous.
- Minimum of 15 years' post-qualification experience with a strong understanding of common law contracts, commercial, and fiduciary duties.
- Excellent English communication skills for drafting contracts, task orders, notices, and correspondence.
- Strong negotiation skills for contract agreements with clients, contractors, and subcontractors.
- Experience working with government departments, clients, or contractors.
- Familiarity with financial control systems used in large companies and understanding internal governance procedures.
- Attention to detail in reviewing invoices and contracts prior to issuance.
Desirable Criteria:
- Degree in Quantity Surveying or related discipline.
- MRICS qualification is mandatory.
- Excellent communication skills and client interaction experience.
- Background in building-related sectors.
- Knowledge of KSA government and contract law.
- Experience in Infra, Residential, or Mixed-use projects.
- Knowledge of PMIS systems.
- Ability to interpret and advise on contracts.
- Experience managing stakeholders and clients.
- Ability to produce executive-level reports.
- Experience in project and financial management within organizations.
- Internal governance and resource management skills.
- Experience supporting technical teams in preparing task orders and work packages.
- Internal accounting experience is a plus.
- Ability to maintain revenue, cost, margin, and headcount forecasts.
- Reporting on project performance and leveraging commercial data.
- Ensuring accurate time tracking and invoicing.
The Individual:
- Bachelor's Degree in Quantity Surveying, Commercial Management, or Law from a recognized university.
- Previous experience with FIDIC Contracts.
- Strong contractual, commercial, and financial knowledge.
- At least 15 years of relevant experience in cost and commercial management.
- Minimum of 10 years' experience as a consultant or client.
- Preferably, 4 years of Middle East experience.
- Project management skills.
- Excellent communication skills, comfortable with client presentations and reports.
- Team player and leader.
- Technical expertise in contract and sub-contract preparation, review, and evaluation.
- Knowledge of project lifecycle design and site operations.
- Experience with financial modeling, pricing, and delay claims.
- Proven negotiation skills and risk management experience.
- Ability to develop strong client relationships.
