We are currently seeking a high calibre professional to join our team as a Wealth Singapore VS Lead.

Role purpose

The role is responsible for the end-to-end delivery of Technology products and services by the Wealth Solutions (WS) domain, focusing on maximizing customer and business value as well as resilience. The role oversees Technology delivery, carrying out the following activities and providing an end-to-end view across the WS delivery portfolio, as well as relevant strategic programmes:

• Strategy, delivery model and capacity optimisation
• Delivery oversight, risk management and governance
• Financial management, funding allocation and resource mobilisation
• Technology performance optimisation and continuous improvement

The role is dual‑hatted, requiring the roleholder to also serve as the Technology Delivery Lead for the Singapore market, ensuring global strategic alignment and delivery excellence across IWPB Singapore priorities and Technology investments.

Principal Accountabilities and Responsibilities

Strategy, delivery model and capacity optimisation

• Ensure alignment of Business goals and Technology roadmap to Group Strategy and Future State Architecture (FSA)
• Design, implement and continuously refine the delivery model for WS, ensuring alignment to the overall Technology strategy and with Lean‑Agile principles
• Inform the strategic allocation of Technology investment to maximise business value, foster deep cross‑functional collaboration and manage dependencies

Delivery oversight, risk management and governance

• Oversee the consolidated WS Technology book of work, including the successful scoping, funding and execution of the portfolio of Technology change, ensuring timely and quality delivery as per committed Capabilities/Features roadmaps/backlogs across Value Stream portfolios and strategic programmes
• Input into VS/SVS/strategic programmes backlog prioritisation and decision making, partnering with Business and Technology stakeholders to ensure value‑driven investment decisions and transparency of Technology initiatives to the Business
• Proactively identify, manage, and resolve delivery risks and dependencies that may impede flow of delivery
• Oversee adherence of change initiatives to Group engineering and resilience standards
• Reduce RTB costs through minimising solution variation, demising legacy solutions and driving alignment to FSA
• Define and monitor delivery Flow Metrics to measure the health and effectiveness of the Technology delivery pipeline

Financial management, funding allocation and resource mobilisation

• Manage the WS Technology budget and funding allocation, partnering with the COO Business Management and Transformation teams to ensure robust demand management and capacity planning
• Define the optimal resource strategy (i.e. perm/non‑perm, location, release train/pod setup, etc) and drive resource mobilisation and interlocks to achieve committed delivery outcomes

Singapore Market Technology Delivery Leadership

• Act as the senior global Technology representative for the Singapore market, aligning local with global/regional Technology delivery priorities and overseeing successful local delivery across Value Stream portfolios and strategic programmes
• Build and maintain strong relationships with Singapore market stakeholders, ensuring transparency and managing expectations regarding Technology delivery

Leadership & Teamwork

• Clearly, persuasively, and transparently communicate across stakeholder groups (horizontally) and all levels of the organisation (vertically)
• Develop and motivate a high‑performing cross‑functional team in a global, matrixed organisation, fostering a culture of technical excellence, resilience, innovation and collaboration
• Optimise delivery efficiency, driving culture of continuous improvement across quality, speed and resilience
• Provide consultancy and support to the Singapore business for the effective delivery of Technology investment in the local entity, ensuring market demand is captured and prioritised within the global Value Stream portfolios

Functional Knowledge

• Leadership: Demonstrate exceptional leadership, communication and stakeholder management skills, with the ability to influence and drive consensus at all levels without direct authority
  Cross‑Functional Collaboration: Unify cross‑functional Business and Technology teams to drive and optimise achievement of common objectives and customer outcomes
• Value Stream Focus: Extensive experience in leading large‑scale global deliveries/programmes and driving adoption of Lean‑Agile methodologies to increase efficiency and optimise value delivery
• Technology: Understanding of relevant tools, platforms and processes to drive delivery efficiency, resilience and engineering excellence
• Financial: Extensive experience in VSIP budget and resource allocation, value‑based decision making, cost optimisation and business case development
• Domain Expertise: Deep understanding of the Wealth Management domain globally, as well the Singapore business context, technology landscape, and regulatory environment

The roleholder must have a passion for Technology and Agile delivery, as well as embrace continuous improvement and innovation to deliver world‑class solutions to our customers. As a senior technology leader, he/she will ensure that solutions align to the overall Group Technology strategy and Future State Architecture, empowering and supporting globally distributed teams in achieving delivery, operational, commercial, and resilience targets.

The roleholder will be viewed as a respected expert on Value Stream delivery, Agile practices and Technology topics, and must be able to evangelise both IT staff and non‑technical business peers. He/she must bring new ideas, have a strong vision about future opportunities and have a proven ability to implement change across a global, matrixed organisation.

The roleholder must be a ‘trusted advisor’ to the Singapore business leadership and key local stakeholders, ensuring that that local strategic business outcomes are well articulated, prioritised and delivered. It is a highly specialised role, operating at the intersection of global product strategy and delivery and local business needs, requiring a deep understanding of Singapore’s business context and Technology landscape.
