Job description
Purpose

Overall responsibility as the Construction Technical Authority (CTA). The role requires previous experience as a contractor’s Construction Manager or Construction EHS Manager. The CTA role covers the safe management of all construction and demolition activities carried out on GSK property.

Responsibilities

The CTA is accountable for defining the prevention and control strategy for managing construction risks and for ensuring compliance with applicable GSK standards and conformance to relevant local legislation – whichever is the most onerous.

The CTA is responsible for ensuring specific systems and processes are in place and in use for effectively identifying, assessing, managing and controlling risks associated with construction:

  • Preconstruction EHS planning
  • Assurance of the construction EHS delivery
  • Construction coordination with the Host Site
Preconstruction EHS planning
  • Provide input to the Contracting and Procurement Strategy.
  • Lead the constructability reviews which should take place at regular intervals.
  • Provide input to the Project Execution Plan and write the Plan’s construction execution strategy.
  • Provide input to the permitting and regulatory requirements.
  • Agree and write the Client’s Strategy for Managing Construction EHS.
  • Agreeing responsibility boundaries, project boundaries, emergency response and permitting strategies with host site EHS Team.
  • Agree the process for the Transfer of Responsibility (ToR) or Safe Systems of Work (SSoW) to the MoC if it is to be a site in a site.
  • Commence the preconstruction EHS Information with the Client’s Design Coordinator (CDC). Ensure information is included in the selection process.
  • Write the preliminary Construction Safety Plan (pCSP) for inclusion in contractor selection documentation. Ensure all GSK standards are reviewed for each project and only the appropriate sections of standards are included in the pCSP.
  • Authorise all contractors proposed for selection as meeting the construction EHS prequalification process.
  • Authorise the key construction personnel of the preferred contractor(s) before appointment. Ensuring that all personnel who directly or indirectly influence performance, including managers, supervisors, and senior leaders, have the necessary level of competency (skill, knowledge and experience).
Assurance of the construction EHS delivery
  • Approve the MoC’s Construction Safety Plan (CSP) before starting any work on site.
  • Ensure the MoC’s Safety Schedule is in place and the Construction Performance Noticeboard is displayed prominently before any site work starts.
  • Monitor and control the MoC’s performance:
  • through a two weekly (max) assurance meeting.
  • weekly review the Safety Schedule.
  • site activity inspections and safe system audits
  • ensure the MoC’s monitoring and auditing plan is fit for purpose and is taking place.
  • ensure the CSP is regularly reviewed
  • agree a plan for capturing bench marking material
Coordination with the Host Site
  • Maintain frequent communication with the host site to ensure that interfaces are managed effectively and the boundaries of EHS responsibility are understood.
  • As assets are completed, ensure that a system to transfer (handover) care, custody and control is in place. This will not include responsibility for the construction site EHS.
  • At completion of construction, document the ToR for EHS back to the host site.
Knowledge, Skills & Experience

Professional

  • Degree in Engineering
  • Min 10 years of experience in project execution, project management in chemical/pharmaceutical industry
  • Experience in managing engineering, procurement, and construction Management (EPCM) contractors /third party service (TPS) providers
  • Knowledge of project controls

Technical

  • Knowledge of industrial standards
  • Knowledge of cost estimation methodology
  • Knowledge of project schedule planning and control
  • Knowledge of GMP, GEP, GDP and EHS requirements
  • Appropriate knowledge of Local Standard Operating Procedures (SOP)
  • Knowledge of GSK PM standard, Project Management Framework (PMF), Design & Equipment Standards (DES), Engineering Standards relating to project management

Business

  • Effective communication skills
  • Good report writing skills
  • Be analytical, numerate, and able to assimilate economic and commercial data
