Senior Marine Superintendent (HSSEQ) - Dry Bulk

We are looking for an experienced Senior Marine Superintendent for an established shipowner company that is based in Singapore. The Senior Marine Superintendent will be responsible to oversee the safe, efficient, and cost-effective performance of ships assigned. The ideal candidate will have at least 3 years of experience managing MPVs/ Bulk Carriers vessels and a proven track record of success in people management.

Responsibilities
  • Ensure ships are managed and operated in accordance with organisational policies, operating procedures, and management systems.
  • Analyse risks and ensure that all procedures are adhered to and comply with International Safety Management (ISM) Code and classification rules.
  • Ensure ship comply with International Maritime Organisation (IMO), Flag State and Port State rules and regulations.
  • Ensure ships always maintain their Class.
  • Ensure timely execution of audits and certifications renewal and placement of documents onboard ships.
  • Monitor reports to ensure ships meet requirements and possess the relevant documentation.
  • Brief crew on organisational policies, documentations, and procedures.
  • Conduct appraisals of crew members & endorse crew assigned to ships.
  • Conduct interviews for senior officers / engineers and make recommendations.
  • Monitor performance and appraise senior officers / engineers.
  • Maintain Safety Management System (ISM) updates to ensure quality, accuracy, and efficient procedures.
  • Monitor ships Non-Compliance Reports (NCRs) and ensure follow-ups are carried out to address them.
  • Analyse/investigate nature and cause of serious incident / accident.
  • Monitor ship operating costs.
  • Monitor monthly key performance indicators (KPIs) and targets.
  • Manage compliance to risk management frameworks, policies, and processes.
  • Analyse risk management data to identify gaps and propose corrective measures.
  • Oversee implementation of workflow improvement to improve efficiency.
  • Assess viability of workflow improvements.
  • Acquire and allocate resources effectively to support operations.
  • Ensure ships maintain adequate supply of critical and spare parts.
  • Update clients on ship status and issue arising.
  • Manage information exchange between clients and businesses.
  • Maintain relationships with clients.
  • Member of the Quality Assurance and Operational Integrity (QA & OI) Department and ensures that ECP objectives are met and compliance of the ECP requirements by the vessels.
  • Conduct internal audits of 100 percent of the vessels subject to ECP annually to ISM Code requirements (incorporating safety, environmental and technical management criteria).
  • Investigate Open Reports, as directed by Fleet Director and CEO.
  • Investigate vessel casualties and oil pollution incidents as directed by the Fleet Director and CEO.
Requirements
  • Holder of Class 1 Master COC
  • Possess relevant sea-going work experience as certificated Marine Deck Officer for at least 5 years onboard MPVs/ Bulk Carriers.
  • At least 3 years of shore-based experience in a similar role or equivalent roles ashore.
  • Able to lead and work well as a team.
  • Strong written and verbal communication skills.
  • Possess good organisational skills and hands‑on.
  • Proactive and forward‑thinking worker who can plan and manage vessels SMT for safe operations.
  • Good computer skills of MS office suite.
  • May occasionally be required to sail onboard ships.
