Job description
Overview

You will provide comprehensive strategic human resource management services to assigned user groups by providing advice and guidance to support the achievement of the division's goals and objectives through good HR practices and to ensure currency and alignment to CGH and SingHealth policies. You will partner with heads of departments (HOD) to manage business and operational human resource matters, providing consultative advice to support effective people management and organisational goals. You will also be working closely with HR Centres of Excellences (COE) to advise on issues pertaining to Manpower Planning, Talent Acquisition Leadership Development, Talent Management, Organisational Development, Compensation & Benefits, HR Services and HR Technology.

Responsibilities
  • Provide timely advice on HR policies and procedures and good practices with the aim to enhance employee communication, engagement and performance
  • Develop, review and implement career plan for high potential, successors for progressive career development
  • Organise and conduct briefing sessions of policies and procedures
  • Work with HODs to manage manpower situation and provide funding information for tracking and reporting
  • Manage the administration for manpower request for new and replacement headcount
  • Collaborate with HR Services on the issuance of confirmation letters and timely renewals of contract, re-employment contract and work passes
  • Handle all transfers and secondment requests
  • Conduct engagement sessions to obtain ground sentiments
  • Work with HODs on Employment Engagement Survey action plans to improve levels of engagement
  • Serve as a point of contact for enquiries and concerns for HR matters from employees
  • Serve as an arbitrator between HOD and staff for grievance handling and disciplinary issues
  • Handle performance management issues including review of promotion, performance improvement and assessment matters
  • Perform any HR related projects / duties as and when assigned
Job Requirements

A. Educational / Professional Qualifications

  • Degree, Preferably in Human Resource
  • A post graduate qualification in Human Resource Management would be advantageous

B. Relevant Experience & Skills

  • At least 4 years of HR experience in HR Business Partnering
  • Proficient in conducting Job Evaluations using the Hay methodology
  • Good Planning, Organizational and Negotiation skills
  • Good Analytical, Quantitative and Decision Making skills
  • Excellent interpersonal & consensus management skills with ability to influence others
  • Strong experience in dealing with employee matters, labour laws and work relations in Singapore
  • Proficient in Microsoft Office skills ie. Word, Excel and Powerpoint
