Reports to: Matrix reporting – Global HR Director in Japan, Director of Product & Marketing Division (for Centre of Excellence) and Managing Director of Hioki Singapore
Role Type: Full-time, Regional HR Business Partner / HR Manager
1. Role Summary
To support rapid growth across our Centres of Excellence (CoEs) in Singapore, China, and Japan, we are hiring a Regional HR Manager to lead and manage all HR operations, talent acquisition, people development, and organizational processes across these locations.
This role covers ~20 employees today, with expected expansion in software, AI/ML, engineering, marketing, and PMO functions. The Regional HR Manager will act as a strategic partner to senior leaders while ensuring high-quality HR execution in a cross-cultural, multi-country environment.
2. Key Responsibilities
A. HR Business Partnering
- Serve as the primary HR partner for Hioki Singapore (sales operation) and CoEs in Singapore, China, and Japan.
- Advise senior leadership on people strategy, organizational design, and HR policies.
- Support culture-building aligned with Hioki’s philosophies and global transformation.
B. Talent Acquisition & Employer Branding
- Lead end-to-end recruitment for Singapore and China (engineering, software, AI, marketing, technical roles).
- Build strong talent pipelines for rapid scaling (up to 10 – 20 hires/year).
- Strengthen employer branding across universities, research institutes, and industry networks.
C. Employee Lifecycle Management
- Oversee onboarding, offboarding, performance management, probation reviews, and employee relations.
- Ensure consistent HR processes across Singapore and China while aligning with Japan HQ.
- Administer compensation, benefits, leave, and HRIS systems.
D. Learning, Development & Capability Building
- Support leadership development, and functional skill programs.
- Coordinate training across global CoEs, including technical, product, and management training.
- Drive initiatives around Hioki’s “software-driven, AI-ready” competencies.
E. HR Compliance & Governance
- Ensure full compliance with Singapore MOM regulations and coordinate with China HR partners on PRC labour laws.
- Update policies, contracts, and HR frameworks as needed.
- Manage audits, documentation, and risk controls.
F. Organisational Effectiveness & Projects
- Partner with division leaders to improve team structure, workflows, and performance systems.
- Support change-management initiatives such as CoE ramp-up, PMO setup, and technology transformation.
- Lead HR analytics, reporting, and workforce planning.
G. Global HR Projects and other special tasks
- Participate in global HR projects affecting worldwide locations.
- Contribute to achievement of special HR tasks assigned by Japan HQ.
3. Requirements
Qualifications
- Bachelor’s degree in HR, Business, or related field.
- HR certification (e.g., SHRM-CP/SCP, CIPD) preferred.
Experience
- 7–12 years of progressive HR generalist or HRBP experience.
- Experience in multi-country HR including Singapore.
- Background in engineering, technology, AI/ML, or R&D organizations is an advantage.
- Proven ability to recruit technical talent (software, data, engineering).
- Strong competency in developing HR policies and building HR processes from the ground up.
Skills & Attributes
- Strong interpersonal and cross-cultural communication skills.
- Ability to operate hands-on while supporting strategic initiatives.
- Fluent in English; Mandarin and Japanese capabilities are advantage (for China CoE coordination and Japan HQ reporting).
- High integrity, discretion, and professionalism.
- Strong organisational skills, ability to manage multiple stakeholders.
- Familiarity with Japanese business culture is a plus.
