Job summary

A construction company in Singapore is seeking an experienced Quantity Surveyor to prepare cost estimates, manage contracts, and conduct tender evaluations. The ideal candidate will have a diploma or degree in Quantity Surveying and 3–5 years of relevant experience. Strong negotiation and communication skills are essential. This role offers the opportunity to work independently and contribute to various construction projects.

Qualifications

  • Strong understanding of SIA Conditions of Contract / PSSCOC.
  • Able to work independently with attention to detail.

Job Description
  • Prepare cost estimates, budget forecasts and detailed cost plans for all project stages.
  • Review tender drawings, specifications, and contract documents to prepare accurate BOQ and tender packages.
  • Conduct tender evaluations, comparison sheets, negotiation with subcontractors and suppliers.
  • Manage pre- and post-contract QS duties, including progress claims, variation orders (VO), extension of time (EOT) submissions and final account closing.
  • Monitor project cost, cash flow, budget control, and identify cost risks or savings opportunities.
  • Verify subcontractor progress, site measurements, and prepare monthly payment certifications.
  • Assess and certify VO claims from subcontractors and ensure compliance with contract clauses.
  • Coordinate closely with Project Manager, Consultants and Site Team to resolve contractual and commercial issues.
  • Assist in procurement strategy, sourcing materials/vendors, and preparing purchase recommendations.
  • Maintain proper documentation for contracts, correspondences, VO logs, and cost tracking.
  • Ensure all works executed comply with BCA, PUB, SCDF and relevant standards that may affect cost or contractual obligations.
Requirements
  • Diploma / Degree in Quantity Surveying, Building or equivalent.
  • Minimum 3–5 years of QS experience in construction (residential, landed, commercial or industrial).
  • Strong understanding of SIA Conditions of Contract / PSSCOC.
  • Proficient in cost analysis, tender evaluation, contract administration.
  • Good negotiation and communication skills.
  • Able to work independently with strong attention to detail and commercial awareness.
