An educational services provider in Singapore is seeking a Quality Manager to ensure operational excellence and regulatory compliance across childcare and student care centres. Responsibilities include managing communications with government agencies, conducting regular quality audits, overseeing regulatory compliance, and supporting HR functions. The ideal candidate holds a degree in Early Childhood Education or a related discipline and possesses experience in the education sector. Strong leadership and communication skills are essential for this role.
As the Quality Manager, you will be responsible for ensuring operational excellence, regulatory compliance, and continuous improvement across all childcare and student care centres under the company. You will serve as a key point of contact for communications with government agencies, parents, and stakeholders, while upholding high standards of service delivery, centre operations, and staff performance.
Manage all communications and correspondences with regulatory agencies, including ECDA, MSF, MOE, NEA, SFA, and PEB.
Serve as the main liaison for parents and external stakeholders, ensuring timely, professional, and effective responses.
Conduct regular quality audits across centres, covering operations, curriculum delivery, and administrative processes.
Identify operational gaps and implement corrective action plans to improve service standards.
Review, verify, and approve One@ECDA submissions in compliance with POP and licensing requirements.
Support and oversee quality checks across all centres to ensure consistency and compliance.
Ensure full compliance with regulatory frameworks including POP, MSF, MOE, NEA, SFA, and PEB.
Oversee applications, renewals, and approvals for Halal certification, SFA and NEA permits, and other required licences.
Support compliance initiatives and develop strong working knowledge of regulatory frameworks such as POP 3.0 and SPARKS 2.0.
Review and manage employment contracts and contract extensions, ensuring proper documentation and adherence to procedures.
Support HR functions including staff performance management, welfare initiatives, and morale‑building strategies.
Work closely with HR to ensure alignment between operational needs and workforce planning.
Lead and support tender preparation and submissions for new centres and business expansion.
Evaluate operational processes and recommend improvements to support sustainable growth.
Contribute to enhancing the quality and competitiveness of tender submissions.
Assist in planning and implementing marketing campaigns to promote the company’s services across all business units.
Work collaboratively with the Marketing team to strengthen brand presence and outreach initiatives.
Work closely with HR, Marketing, Finance, and Curriculum teams to support cross-functional projects.
Develop understanding of financial processes, including accounts receivable and accounts payable.
Learn and support centre leaders in the overall management and daily operations of childcare centres.
Support the Managing Director in day‑to‑day operations and strategic initiatives as required.
Minimum Degree in Early Childhood Education, Business, or a relevant discipline
Experience in compliance, operations, or quality assurance within the education or childcare sector
Strong working knowledge of regulatory requirements (ECDA, MSF, NEA, SFA, etc.)
Excellent communication, organisational, and leadership skills
Proactive, detail-oriented, and solution-focused mindset
