A leading certification firm located in Singapore is seeking a qualified professional to manage Third Party Certification activities in compliance with project requirements. Candidates must have a Bachelor’s Degree in Engineering and at least 5 years of experience in quality coordination and inspection within oil and gas or related industries. Strong documentation, reporting, and coordination skills are essential. Proficiency in English and the ability to work under pressure in a multi-cultural environment are required.
Coordinate and manage all Third Party Certification (TPC) activities in compliance with company and project requirements.
Develop, maintain, and update the TPC Matrix, including inspector details, vendors, materials/equipment, inspection levels, and certificate types.
Plan and align TPC inspection activities with manufacturing and procurement schedules.
Coordinate with procurement, engineering, vendors, and TPC agencies to ensure attendance at required inspection, hold, and witness points.
Review, approve, track, and distribute all TPC-related documentation in accordance with project document control procedures.
Manage Vendor Document Requirement Lists (VDRLs) and ensure completeness and compliance of certification documents.
Facilitate issuance and endorsement of inspection certificates (e.g., EN 10204 Type 3.1, 3.2) as per project specifications.
Verify TPC activities are executed in accordance with approved ITPs, project specifications, and international standards.
Monitor non-conformities arising from TPC inspections and support timely resolution and closure.
Act as the primary point of contact between the Contractor and TPC agencies.
Prepare and submit regular TPC reports, including inspection schedules, progress, certification status, KPIs, and CRS submissions.
Coordinate final inspections, MRBs, and certification packages prior to shipment, installation, or handover to construction/commissioning teams.
Minimum Bachelor’s Degree in Mechanical, Materials, or related Engineering discipline.
Minimum 5 years’ experience in quality coordination, inspection, or certification roles within oil & gas, energy, or related industries.
Proven experience managing TPC/TPIA inspection and certification activities in line with approved ITPs.
Familiarity with international standards such as ISO 9001, EN 10204, API, ASME.
Experience working with third‑party certification/inspection agencies and vendor certification processes.
Strong coordination, documentation, and reporting skills.
Proficient in spoken and written English.
Ability to work independently and under pressure in a multi‑cultural project environment.
Willingness to travel to vendor facilities, fabrication yards, and project sites when required.
Commitment to comply with all company HSE and quality policies and procedures.
