JOB DESCRIPTION
Supervisor & General Foreman (M&E)

Electrical Engineering Consultancy Services Company – Singapore

1. Position Overview

The Supervisor & General Foreman (M&E) is responsible for overseeing and coordinating mechanical & electrical (M&E) works on project sites, ensuring compliance with design specifications, safety regulations, and project schedules. The role includes supervising subcontractors, managing work quality, coordinating with consultants and clients, and ensuring efficient execution of electrical engineering–related installation, testing, commissioning, and maintenance activities.

2. Key Responsibilities
A. Site Supervision & Coordination
  • Supervise and manage day-to-day M&E site activities, with a primary focus on electrical systems, including power distribution, lighting, ELV systems, earthing, cabling, and control systems.

  • Ensure work is carried out in accordance with the project’s drawings, specifications, and approved shop drawings.

  • Coordinate with consultants, clients, main contractors, and subcontractors to resolve issues and ensure smooth workflow.

  • Monitor progress of works and ensure timely completion of assigned tasks.

  • Conduct regular site inspections to ensure workmanship quality and compliance with regulatory standards.

B. Technical Duties
  • Assist in resolving technical issues related to electrical systems during installation or testing.

  • Review method statements, installation procedures, and risk assessments.

  • Ensure proper installation, testing & commissioning (T&C) of electrical systems according to Singapore standards (SS, CP, BCA, EMA).

  • Verify material deliveries and ensure they meet project and specification requirements.

C. Safety & Compliance
  • Enforce Workplace Safety & Health (WSH) policies and ensure safety compliance on-site.

  • Ensure all work activities adhere to BCA, EMA, SCDF, and relevant statutory requirements.

  • Conduct toolbox meetings and daily briefings with workers and subcontractors.

D. Management & Reporting
  • Supervise and lead a team of technicians, electricians, and subcontractors.

  • Plan manpower allocation and monitor work productivity.

  • Prepare daily site reports, progress records, and issue tracking logs.

  • Report project status and issues to the Project Manager or Engineering Team.

3. Requirements
Education & Experience
  • Diploma or NITEC/Higher NITEC in Electrical Engineering, M&E, or related fields.

  • Minimum 3–5 years of experience in M&E/electrical construction, consultancy, or site supervision.

  • Experience in commercial, industrial, or infrastructure projects preferred.

Technical Skills
  • Good understanding of electrical installation standards, EMA regulations, and relevant Codes of Practice (CP5, SS638, etc.).

  • Ability to read and interpret M&E drawings, single-line diagrams (SLDs), and schematic layouts.

  • Familiar with testing & commissioning procedures and electrical inspection checks.

Soft Skills
  • Strong leadership and team supervision abilities.

  • Good communication skills to liaise with clients, contractors, and authorities.

  • Effective problem-solving skills and ability to make on-site decisions.

  • Able to work independently with minimum supervision.

4. Additional Information
  • Work environment: construction sites, commercial buildings, industrial facilities.

  • Must possess valid Construction Safety Orientation Course (CSOC) or Supervisors Safety Course (SSC).

  • OT, night work, or shift work may be required depending on project needs.
