Job summary

A leading pharmaceutical company in Singapore is looking for a Project Lead to oversee strategic capital projects. The role requires a Bachelor's degree in Engineering and significant experience in project management within manufacturing environments. Candidates must demonstrate leadership in CAPEX projects and possess strong knowledge of GMP and regulatory compliance. This is a long-term contract position with competitive benefits and an immediate start preferred.

Qualifications

You will support the Engineering Lead (Capex) in the delivery of both base spend and strategic capital projects. You will be responsible for ensuring projects are executed on time, within budget, and in compliance with EHS, Good Manufacturing Practice (GMP), and Good Engineering Practice (GEP)requirement

Jobscope:

  • Lead and coordinate a multidisciplinary team of engineers, designers, contractors, and functional specialists (EHS, GMP, operations, and users) to deliver capital projects from inception through to benefit realization.
  • Develop and manage project proposals, including Situation-Target-Proposal (STP), Project Investment Proposals (PIP), and justification papers.
  • Ensure facility design meets user requirements for operability and maintainability, aligned with global engineering and design standards.
  • Manage and execute Capital project in compliance with Safety & Quality standards
  • Manage and execute Capital Projects in accordance with local government legislations
  • Monitor construction activities and site safety to ensure full compliance with statutory and company standards.
  • Define technical specifications, prepare scope of work, and oversee vendor selection, contract management, and execution of outsourced projects.
  • Prepare and track project cost estimates, budgets, schedules, and milestones to ensure timely and cost-effective delivery.
  • Provide oversight of equipment installation, commissioning, and validation in accordance with GMP, GEP, and SHE requirements.
  • Serve as a technical advisor to the site in your area of specialization
  • Communicate project progress, risks, and resource requirements effectively to stakeholders and management.

Requirements:

  • Bachelors degree in Engineering (Chemical, Mechanical, Electrical, or related discipline).
  • For Project Lead: Minimum 5 years of project management experience, with at least 7 years in chemical/pharmaceutical manufacturing environments.
  • For Project Engineer: Minimum 2 years of project management experience, with at least 4 years in chemical/pharmaceutical manufacturing environments
  • Experience in cleanroom, vaccine, or biopharmaceutical facility construction/commissioning, or manufacturing
  • Demonstrated leadership of CAPEX projects and cross-functional teams.
  • Knowledge of PM standard, Project Management Framework (PMF), Design & Equipment Standards (DES), Global Engineering Standards (GESs) relating to project management
  • Proven track record in project execution and management of capital projects.
  • Strong knowledge of GMP, GEP, EHS, and regulatory compliance.
  • Good understanding of industrial standards, engineering practices, equipment, and systems.
  • Immediate starter is an advantage
