Location: Singapore (APAC Regional HQ)

Role Purpose

We are seeking a high-caliber Programme Manager to oversee the design development and integration of complex engineering systems for large-scale infrastructure projects across APAC. This is not a "hands-on" design role; rather, it is a strategic leadership position focused on managing the Product Lifecycle (PLC), coordinating cross-functional stakeholders, and ensuring that technical engineering packages are standardized and delivered on schedule.

Key Responsibilities

1. Stakeholder & Program Leadership

  • Cross-Functional Coordination: Lead and align diverse teams—including Design, Construction, Facilities, and EHS—to ensure the successful development of proprietary technical products.

  • PLC Stewardship: Act as the guardian of the Product Lifecycle (PLC) process, ensuring all internal and external parties meet milestones for schedule, cost, and risk management.

  • Meeting Leadership: Drive product development meetings, manage communications, and rigorously follow up on open action items across the APAC region.

2. Design & Vendor Management

  • Vendor Oversight: Manage multiple external vendors delivering design-through-construction services, conducting technical evaluations of their proposals and performance.

  • Requirement Translation: Work with internal stakeholders to capture system requirements and translate them into clear briefs and design drawings for external consultants.

  • Review & Escalate: Monitor the progress of Autodesk Revit models and engineering documentation to ensure they meet project standards, escalating critical bottlenecks to AEs and consultants to protect the project schedule.

3. Regional Project Delivery

  • APAC Context: Navigate the unique construction landscapes, regulations, and market conditions of various APAC territories to ensure project compliance.

  • QA/QC Coordination: Oversee the successful delivery and installation of engineering assets in accordance with design standards and industry best practices.

  • Handover Excellence: Manage the transition from construction to operations, ensuring as-built documentation and defect rectifications are completed for final acceptance.

4. Reporting & Strategy

  • Implementation of Tools: Drive efficiency by implementing automation tools to reduce production time for internal and external documentation.

  • Performance Tracking: Deliver weekly and monthly reports on progress, cost, and risk, providing visibility to the internal leadership team.

Required Experience & Skills
  • Strategic Project Management: 8+ years of experience leading complex, large-scale programs (e.g., Infrastructure, High-Tech Manufacturing, or Energy).

  • Stakeholder Mastery: Proven ability to influence and manage cross-functional teams and external consultants without direct technical oversight.

  • Operational Awareness: Strong understanding of the Product Lifecycle (PLC) and how to manage "standardization" across a regional portfolio.

  • Project Controls: Highly proficient in managing budgets, schedules, risk logs, and technical documentation.

  • Regional Experience: Experience working across the APAC region, with an understanding of diverse market regulations and delivery challenges.
