Scope
The Procurement Officer is responsible for supporting procurement operations with a strong focus on vendor pre-qualification, site surveys, vendor performance management, and proactive expediting of materials and services. The role requires close coordination with internal stakeholders and suppliers to ensure timely delivery and effective planning of operational and project activities.
The role may be required to undertake additional procurement-related responsibilities as assigned to support business needs and operational requirements.
General Duties
- Support end-to-end procurement activities in accordance with company procedures
- Manage vendor pre-qualification and approved vendor list administration
- Conduct site surveys and vendor capability assessments when required
- Proactively expedite deliveries and coordinate closely with suppliers
- Maintain frequent communication with internal stakeholders on delivery status and procurement matters
Reporting
- Reports to Procurement Manager
- Works closely with Operations, Maintenance, Engineering, HSSE, Projects, and Finance teams
Responsibilities
Vendor Pre-Qualification & Site Survey
- Perform vendor pre-qualification assessments covering technical capability, HSSE, compliance, and commercial readiness
- Organize and participate in site surveys, factory visits, and vendor audits as required
- Evaluate vendor submissions and prepare assessment reports for management review and approval
- Ensure vendors meet company standards, regulatory requirements, and operational needs
Approved Vendor List (AVL) & Vendor Performance Management
- Maintain and administer the Management Approved Vendor List (AVL)
- Carry out annual vendor performance evaluations based on defined KPIs
- Identify vendor performance gaps and recommend corrective actions or improvement plans
- Support continuous improvement initiatives with key vendors
Expediting & Delivery Management
- Proactively follow up with suppliers on manufacturing, delivery, and shipment schedules
- Track and expedite critical materials and services to ensure timely delivery
- Identify potential delivery risks early and elevate issues to management
- Provide regular and accurate delivery updates to stakeholders to support work planning
Stakeholder Coordination & Communication
- Act as a key coordination point between suppliers and internal stakeholders
- Maintain frequent and proactive communication with Operations, Maintenance, and Project teams
- Support stakeholders by providing timely procurement and delivery information
- Participate in coordination meetings and support procurement-related discussions
Accountability
- Timely and accurate execution of vendor pre-qualification and evaluation processes
- Reliability and accuracy of vendor and delivery status information
- Effectiveness of expediting activities to support operations and projects
- Quality and timeliness of communication with stakeholders
Authority
- Liaise directly with suppliers on pre-qualification, site surveys, expediting, and performance matters
- Request required documentation and clarification from vendors
- Recommend vendors for approval, suspension, or removal from the Approved Vendor List
- Escalate delivery, performance, or compliance issues to management
Tasks
- Prepare vendor pre-qualification and evaluation reports
- Conduct and document site surveys and vendor assessments
- Maintain vendor databases, AVL records, and performance evaluation files
- Track, follow up, and expedite deliveries
- Issue delivery status updates and procurement coordination reports
- Support audits, inspections, and management reviews
Qualification
The person in charge for this position should have the following qualifications:
- Bachelor Degree in Procurement, Supply Chain, or related field of study
- Minimum 3 to 5 years of relevant working experience, preferably in purchasing or procurement
- Experience in Oil and Gas Industry is highly preferred
- Good knowledge of tank terminals and their operations
- Familiar with international technical standards
- Meticulous, proactive, and positive attitude with good verbal and written communication skills
- Ability to work independently as well as in a team
- Computer literate and familiar with MS Office applications
- Fluent in English, both written and spoken
- Medically fit to work
- Willing to travel
