Job Description
  • Develop strategies aligned with the company’s objectives to optimize procurement processes, enhance cost efficiency, and support long‑term procurement planning.
  • Lead pre‑bidding activities, including preparation of tender documents, coordination of technical and commercial requirements, issuance of Request for Quotation (RFQ), conducting supplier briefings, managing clarifications, and ensuring all bidding processes comply with internal policies and governance standards.
  • Build and maintain strong relationships with suppliers; lead negotiations on contract terms, pricing, and service levels while ensuring full compliance with agreements and company policies.
  • Manage the entire procurement lifecycle—from purchase requisition, vendor evaluation, comparisons and analysis of proposals, commercial negotiations, clarification of submitted quotes, to ensuring timely delivery of goods and services that meet operational requirements.
  • Oversee issuance and approval of Purchase Orders (PO), Letters of Acceptance, and Agreements to suppliers and vendors, including follow‑up and expediting to ensure goods/services are received in good condition and meet all required specifications.
  • Conduct market research to identify potential vendors, perform supplier assessments, administer pre‑qualification processes, and develop new suppliers—particularly from low‑cost countries/regions—to support cost‑reduction and continuous improvement initiatives.
  • Coordinate closely with project personnel on all project procurement activities, ensuring budgets are controlled while meeting delivery schedules and lead‑time requirements.
  • Identify, assess, and mitigate risks associated with procurement activities, including supply chain disruptions, price volatility, and compliance issues.
  • Supervise, mentor, and guide procurement team members, fostering a culture of accountability, integrity, efficiency, and continuous improvement.
  • Prepare, review, and update monthly project procurement reports; analyze purchasing data to track performance, support cash flow planning, and identify opportunities for operational improvement.
Requirements
  • Degree in Supply Chain Management, Business Administration, Logistics, Engineering, or a related field from an accredited university or college.
  • Minimum 5 years of experience in procurement, sourcing, or supply chain management, with a strong preference for candidates experienced in project‑based procurement processes and activities.
  • Knowledge and/or prior experience in water treatment and municipal wastewater treatment processes, including Filtration, UF, RO, EDI, SRU, MBBR, and MBR systems.
  • Experience in the oil and gas industry is an added advantage.
  • Proficient in Microsoft Office applications.
  • Strong negotiation, analytical, and communication skills, with the ability to interpret market trends, conduct analysis, and provide effective solutions to procurement‑related challenges.
  • Team‑oriented, with the ability to prioritize tasks, manage multiple deadlines, and stay organized in a dynamic work environment.
  • Confident, presentable, energetic, and able to maintain a professional and pleasant demeanor when engaging with stakeholders and suppliers.
