Job description

We are looking for a skilled professional to Lead regional chartered tonnage management, primarily for Term Charters, by facilitating and overseeing timely assessments of TC, COA, and CFA market calls. Maintain close coordination with other Marine Quality Assurance (MQA) functions to ensure effective information flow. Support or lead TMSA verification audits for third-party vessel operators and proactively addressing any SSHE-related issues.

To support and perform the MQA Superintendent and contributes to continuous improvement across MQA functions.

Job Description
  • Perform vetting and clearance activities, including assessment, screening and clearance of oil, gas and chemical vessels and terminals. For restricted trade screening types.
  • Conduct evaluation of vessel and terminal operator audit / incident reports to determine their conformance with relevant standards/expectations and their suitability for use in Oil & Gas Company.
  • Conduct risk assessments of third-party marine assets for use by Oil & Gas Company.
  • Where these assets fail routine marine assurance assessments and where the business is unable to find suitable alternatives, make recommendations to MQA Superintendent management on risk mitigation factors.
  • Primary interface with TC and COA Operators with respect to MQA performance.
  • Review Term Charter vessels for technical acceptability when required (assisting Term Charter Superintendent).
  • Assist the Term Charter Superintendent for any tasks as defined in their job description.
  • Responsible for the COA/CFA market call process and ensure timely response to the business units
  • Liaise with Technical Operators to resolve issues that could preclude/impact on eligibility for term charter/COA and/or CFA
  • Monitor key performance indicators submitted by Term Charter and JVT vessels.
  • Provide technical support to ExxonMobil Affiliates when required.
  • Maintain the SMARTQA Database with service history.
  • Conduct / assist with TMSA verification audits and prepare reports following audits.
  • Assisting with the development of process changes to meet changing business needs and maintaining the Controls and Operational Integrity in line with client expectations.
  • Assist with planning TMSA field verification of Term and COA operators to meet expectations
  • Lead the Term and COA operator face-to-face meetings to meet expectations.
  • Plan and facilitate TMSA, MESQAC & Security field verification of term charter operator and follow-up on any non-compliance.
  • Plan and oversee TMSA and MESQAC field verification of COA operator.
  • As directed undertake other tasks that are relevant to the position.
Area of Specialization and Experience
  • Previous Leadership role within HSSEQ (Health, Safety, Security, Environment & Quality) and Maritime Operations Department is advantageous.
  • Previous experience in the vetting / marine risk management department for a major Mining or Integrated Oil & Gas Company is advantageous.
  • Knowledgeable about the shipping industry's HSSEQ regulations and requirements, international and local standards, and best practices. Familiarity with audit software tools and data analysis tools is also necessary.
  • 60 months of sea service, of which 24 months of sea service as a Senior Officer onboard bulk ore carriers and/or tankers is highly preferred.
  • Strong work experience implementing safety systems and applying HSSEQ legislation, including auditing vessels/companies.
Preferable Education
  • Class 2 OOW deck or engine CoC or
  • Marine degree-based qualification together with extensive industry experience as Naval architect / Classification surveyor etc. Lead Auditor or
  • Nationally recognized Barge Master license. or
  • Class 3 OOW deck or engine CoC in conjunction with successful completion of structured training plan to progress from Marine Quality Assurance Specialist role.
  • Sound understanding of Classification, Flag State, IMO ISM/ISPS, SOLAS & MARPOL requirements.
