A leading healthcare provider in Singapore is seeking a financial manager to oversee financial aspects of Regional Health System programmes. You will manage funding and ensure financial sustainability while liaising with external parties. Candidates should have a Bachelor's Degree in Accounting and at least six years of relevant experience, preferably in healthcare. Strong communication, organizational skills, and proficiency with Microsoft Office are essential for success in this role.
You will assist with managing the financial aspects of the Regional Health System (RHS) programmes. You are responsible for the submission and monitoring of Ministry of Health (MOH) and other external programme fund utilisation and is required to liaise with external parties, such as Agency of Integrated Care (AIC). You will monitor and manage the Population Health funding and support the administration of research grants for the Centre for Population Health Research and Implementation programme. You will ensure that funding is disbursed in a timely and accurate manner as well as to collate and review budget requests for RHS programmes.
In addition, you will work closely with institutions to review the consolidated submission of reports to external agencies and provide advice to institution on finance-related matters and harmonisation of finance processes for RHS programmes/research grants. You will also support the cost and funding allocation as well.
You will review the funding for RHS programmes/research grants and ensure financial sustainability. You will support the preparation of financial analysis for new programmes, as well as set-up workflows for submissions, claims and reimbursements with the funding agency. You will provide business insights through regular management reports as well as coordinate and manage the review of internal controls and RHS programmes/research grants audits.
You will review and establish standard operating procedure (SOP) for RHS finance policies and support the consolidation of the annual RHS cost center budgets including analysis for management review and tracking of the expenses incurred.
