What you will be working on:

The Government Digital Product (GDP) Team aims to orchestrate the digital transformation of government. Our team designs and develops software applications that help government agencies better serve the needs of the people of Singapore with the right technologies and better user experience. We are looking for passionate product managers who are enthusiastic about driving strategic product initiatives, building high performing cross-functional teams and ensuring that our digital solutions meet the needs of both agencies and citizens.

Product Strategy & Vision

• Collaborates with stakeholders and team to define the product vision, speed-to-market strategy, roadmap and clear, impactful objectives that align with the overall business strategy, product vision and digital adoption strategy.
• Develop a deep understanding of user needs to deliver impactful solutions.
• Define success metrics and constantly measure the impact of the product(s).

Stakeholder Management

• Collaborate with stakeholders across potentially multiple agencies and users to gather requirements and feedback.
• Communicate product updates, strategy and performance metrics to stakeholders clearly and effectively.
• Elicit business/user requirements and translate them into user-stories.
• Continuously find means to improve and streamline work processes.

Product & Team Leadership

• Lead and build high performing cross-functional team(s) that include UX designers, software engineers, business analysts and/or product managers to deliver digital products that achieve business outcomes.
• Work closely with UX designers to plan research objectives and activities such as product conceptualisation workshops, business process re-engineering and usability tests.
• Analyse requirements to drive the design or review of test cases, business models and processes.
• Work with Quality Engineers and business users to plan user performance testing of the system.
• Plan UAT with Quality Engineers and business users, and monitor progress and acceptance of UAT.
• Continuously find ways to improve the products in a cost-effective manner.

Data-Driven Decision Making

• Utilise data and analytics to inform product decisions, measure performance and identify opportunities for improvement.
• Monitor key metrics and user feedback to iterate and enhance product offerings.
• Work effectively with cross-functional development teams and business stakeholders to deliver an end-to-end fully functional product that achieves business outcomes.

Innovation & Best Practices

• Identify and implement industry best practices and emerging technologies to improve product effectiveness and efficiency.
• Foster a culture of innovation within the team and encourage creative problem-solving approaches.

What we are looking for

• More than 6 years of relevant experience as a Senior Product Manager or Senior Programme Manager.
• Excellent business acumen and strategic thinking for product implementation and growth.
• Experience with web-based and business process software systems implementation.
• Good written and verbal communication.
• Ability to work effectively as an individual or with a team to understand and interpret requirements leading to technical implementation.
• Able to engage stakeholders and manage their expectations.
• Ability to work effectively and independently under pressure, meet deadlines, multi-task and to prioritise tasks effectively.
• Demonstrate motivation to learn new skills and technologies.

Good to have:

• Experience in Agile methodology and UX development environment
• Knowledge of data analytics and experience working in an agile environment are bonuses
• Experience with focus group and workshop facilitation
• Experience with agile tools like Figma, Miro and JIRA
• Certified Scrum Master or Certified Product Owner and/or Certified Business Analysis Professional are bonuses
• Experience or involvement in modernization projects, including transitioning legacy systems to modern platforms, will be a significant advantage.
