Job Purpose:

We are seeking a highly organized and proactive Human Resource Specialist to provide comprehensive support in HR operations, with a particular focus on payroll management.

In this vital role, you will manage day-to-day HR operations, support talent acquisition, oversee training and development initiatives, and ensure compliance with relevant labour laws. You will play a key part in maintaining employee records, coordinating recruitment, onboarding, and ensuring efficient HR processes across the organization.

Key Responsibilities:
  • Process Payroll: Oversee the end-to-end payroll process for a company with approximately 200 employees, ensuring accuracy in salary pro‑ration for new hires, resignations, and statutory payments (e.g., CPF, taxes).

  • Bank and Statutory Submission: Ensure the timely submission of monthly CPF taxes, prepare bank files, and provide payroll GL to the finance team for reconciliation.

  • Compliance: Handle the filing of IR21 for resignations and annual IR8A.

  • Reporting & System Improvements: Prepare payroll‑related reports for management, auditors, and government agencies. Assist in implementing payroll system upgrades to improve operational effectiveness.

  • Data Confidentiality: Ensure the integrity and confidentiality of payroll data and related information.

Talent Acquisition & Onboarding:
  • Recruitment Management: Lead the talent acquisition process, from job postings to resume screening, interview scheduling, and conducting reference checks.

  • Job Descriptions: Assist in drafting and updating job descriptions and specifications to attract top talent.

  • Onboarding & Offboarding: Coordinate seamless onboarding and offboarding processes, ensuring a smooth transition for new hires and departing employees.

  • Work Pass Management: Manage work pass applications and renewals in compliance with regulatory requirements.

  • Retention Strategy: Contribute to developing competitive compensation and benefits strategies to retain talent.

Training & Development:
  • Training Execution: Plan, organize, and implement training programs to develop employees' skills, and evaluate the effectiveness of training initiatives.

  • External Coordination: Work with external training providers and internal teams to ensure training logistics, materials, and resources are in place.

  • Training Records: Maintain up-to-date training records and provide post‑training evaluations.

HR Operations:
  • Lifecycle Management: Administer all employee lifecycle events (e.g., contract renewals, internal transfers, promotions, probation reviews).

  • Employee Records: Maintain accurate employee records including personal details, attendance, leave management, and performance evaluations.

  • Benefits Administration: Support the management of employee benefits, including insurance, leave, and HR‑related claims.

  • HR Policy & Engagement: Assist in the implementation of HR policies and engage in employee engagement initiatives (e.g., surveys, team‑building activities).

Administration & Miscellaneous:
  • Event Coordination: Assist in organizing company events such as festivals, team‑building sessions, and anniversary celebrations.

  • Reports & Presentations: Prepare HR‑related reports, presentations, and correspondence as required by management.

  • Ad‑hoc Support: Provide support for other ad‑hoc HR duties and projects as assigned.

Qualifications & Requirements:
  • Diploma in Human Resources, Business Management, or a related field.

  • 2 years of experience in payroll processing and HR administration.

  • Strong experience with Infotech payroll systems and Microsoft Excel.

  • Must be comfortable to do payroll (200 headcount)

  • System used: Infotech.

  • This HR must be from Food Industry, Manufacturing Industry or Construction Industry
