Overview
Core Objectives
Oversee the company's human resources strategic planning and the full lifecycle management of key projects. Drive the achievement of business objectives and organizational efficiency through talent pipeline development, efficient resource allocation, and process digitization.
Responsibilities
- Strategic Planning and Organizational Development
- Develop the company's talent strategy and human resources plan aligned with business development objectives.
- Design and optimize organizational structure, departmental functions, and job grading systems to ensure efficient collaboration.
- Cross-Resource Management:
- Prepare annual personnel budgets and staffing plans;
- Lead resource allocation (personnel, budget, materials) throughout project lifecycles.
- Talent Supply Chain Management
- Recruitment Implementation:
- Develop recruitment plans, expand diverse channels, and complete core position recruitment.
- Development System:
- Design employee training and development plans, and build talent pipelines;
- Manage training records and health care programs.
- Performance and Compensation:
- Design and implement performance evaluation systems, manage performance assessments and attendance records for all employees;
- Optimize compensation and benefits systems, execute compensation calculations, disbursements, and adjustments.
- Full-Cycle Project Operations
- Project Leadership:
- Responsible for the “full lifecycle management” of projects from initiation to delivery;
- Track key milestones in R&D, production, and commercialization to ensure progress meets targets.
- Risk Management and Collaboration:
- Establish a project risk warning mechanism and lead cross-departmental issue resolution;
- Build a project information sharing platform to ensure data transparency.
- Labor Relations and Compliance
- Standardize employee onboarding, transfer, and departure processes, handle labor disputes, and mitigate employment risks;
- Establish employee communication mechanisms to enhance organizational cohesion;
- Compliance Management:
- Ensure that human resources policies and project operations comply with Singaporean laws and regulations.
- Digital Transformation
- Lead the implementation of the HRMS (Human Resources Management System) to achieve the digitization of HR processes;
- Design and optimize SOPs for human resources and project management to drive efficiency improvements.
Qualifications
- Basic Qualifications
- Bachelor's degree or higher in Human Resources Management, Psychology, or Literature from a reputable Asian university;
- Over 15 years of HR experience, including at least 5 years as HR Director at the headquarters of a diversified group, with expertise across all HR modules.
- Professional Skills
- Expertise in strategic HR management, organizational change management, and corporate culture system development;
- Familiar with project lifecycle management methodologies (e.g., PMP/Agile Development);
- Hands-on experience with HRIS/project management tools (e.g., SAP, JIRA).
- Language Skills
- Chinese (native language)
- English (capable of conducting business negotiations)
- Proficiency in other languages is a plus.
