Job description
Role Overview

We are looking for a visionary General Manager to lead our Singapore operations and drive regional expansion across ASEAN. Reporting directly to Group Headquarters, you will hold full P&L responsibility for the subsidiary. You will lead cross-functional teams (Sales, Product, Network Delivery, and General Affairs) to execute our strategy in international connectivity (IPLC, IP Transit, SD-WAN) and enterprise solutions.

Responsibilities
  • Strategic Leadership & P&L Management: Define and execute the business roadmap for Singapore and ASEAN markets. Translate Group strategy into actionable local targets, managing annual budgets, forecasting, and profitability (EBITDA).
  • Commercial & Product Growth: Drive revenue growth by overseeing the Sales and Solution (Pre-sales) operating models. Chair the joint governance committee to balance commercial aggression with delivery feasibility and margin protection.
  • Operational Excellence: Oversee end-to-end Network Delivery and Operations (NOC). Ensure "clean handover" processes from sales to delivery, manage vendor/carrier relationships, and enforce strict SLA/availability standards for our customers.
  • Corporate Governance & General Affairs: Direct the "General Affairs" (Office Admin/HR) and Compliance functions. Ensure the company adheres to all local statutory requirements (including MOM, CPF, PDPA, and WSH) and manages operational risks effectively across the region.
  • Regional Expansion: Lead market entry and licensing strategies for new ASEAN territories, establishing local entities and ensuring regulatory compliance in diverse legal environments.
  • Talent Development: Build a high-performance culture. Mentor functional heads and ensure robust succession planning and skills development for the local workforce.
Qualifications
  • Experience & Qualifications:
  • Bachelor’s Degree in Telecommunications, Engineering, Business Administration, or a related field. An MBA is highly desirable.
  • Minimum 15 years of experience in the Telecommunications or ICT industry, with at least 8 years in a senior management role with P&L accountability.
  • Proven track record of managing cross-functional teams (Sales, Technical, and Operations) and driving business growth in the ASEAN region.
Technical Skills & Knowledge
  • Deep understanding of the international connectivity market (IPLC/IEPL, IP Transit, MPLS, SD-WAN) and data center ecosystems.
  • Strong financial acumen to manage budgets, analyze P&L, and drive cost-efficiency in network resources.
  • Familiarity with Singaporean corporate governance, including employment laws (Employment Act), data privacy (PDPA), and workplace safety (WSH).
Other Requirements
  • Language Proficiency: Business-level fluency in English and Mandarin is mandatory. This position requires daily strategic alignment with Group Senior Management in China, as well as the review of complex technical and commercial documents in Mandarin.
  • Strong leadership presence with the ability to negotiate at the C-level with partners and customers.
  • Legally eligible to work in Singapore.
