Duties and Responsibilities — General Manager, M&E Department
The General Manager (M&E) is responsible for providing leadership, direction, and strategic management to the Mechanical & Electrical (M&E) team — both at Head Office and project sites — in alignment with company policies and objectives.
1. Leadership and Management
- Lead the M&E department to ensure professional, efficient, and compliant execution of all duties.
- Collaborate with other departments to plan and achieve the company’s annual and mid-term award, sales, and profit targets set by Corporate Headquarters.
2. Human Resource Development
- Formulate career development paths and competency training programs for all M&E personnel.
- Establish Key Performance Indicators (KPIs) and monitor staff performance against set benchmarks.
3. Design and Tender Management
- Ensure optimal design solutions, specifications, and drawings that form a consistent basis for tender quotations.
- Build and maintain a reliable pool of qualified subcontractors to support both tendering and project execution.
- Source, evaluate, and recommend competitive quotations in accordance with company governance procedures.
- Drive value engineering initiatives during tender and construction stages to enhance project profitability.
4. Project Execution and Cost Control
- Develop and monitor project execution and cost control plans to ensure operational efficiency.
- Ensure M&E works are completed on schedule, within budget, and to the required quality standards.
- Establish and maintain a comprehensive Corporate QA/QC plan covering both in-progress and post-completion maintenance works to continually improve project quality.
5. Stakeholder and Resource Management
- Develop and sustain strong working relationships with subcontractors and suppliers to ensure adequate resource support for ongoing and future projects.
- Undertake any other ad hoc assignments and special projects as directed by management.
Qualifications and Requirements — General Manager, M&E Department
Minimum Qualifications
- Bachelor’s Degree in Mechanical or Electrical Engineering from a recognized institution.
Essential Competencies
- Proven leadership experience in an M&E consultancy, main contractor, or specialist firm.
- Demonstrated ability to develop M&E design solutions under design-and-build contracts.
- Strong experience in calling, reviewing, and critically assessing M&E tender quotations.
- Proficiency in cost control and project financial management for M&E works.
Project Experience
- Completed full project cycles involving:
- Data Centres or other M&E-intensive facilities; and/or
- Private Residential developments; and/or
- Hospitality projects.
Additional Considerations
Candidates with the following qualifications and experience will be given preference:
- Proficiency in Building Information Modelling (BIM) for design and estimation purposes.
- Possession of Green Certification credentials (e.g. BCA Green Mark Manager or LEED Professional).
- Ability to develop or mentor staff to prepare detailed contract cost breakdowns for both tender evaluation and post-award contract administration.
- Proven track record in major equipment procurement.
- Strong professional network within the M&E industry.
