Job Summary
The Facilities / Property Manager is responsible for the day-to-day management, operation, and maintenance of a commercial building, with a strong focus on M&E systems and air-conditioning/chiller operations. The role ensures safe, efficient, and reliable building services while maintaining compliance with statutory requirements and tenant service standards.
Key Responsibilities
Commercial Building M&E Management
- Oversee daily operation and maintenance of commercial building M&E systems, including:
- Air-conditioning systems (chillers, AHUs, FCUs)
- Electrical systems (LV, emergency power, lighting)
- Fire protection and life safety systems
- Plumbing, sanitary, and basic ELV systems
- Monitor air-conditioning performance and comfort levels for tenants; coordinate rectification of cooling issues.
- Review maintenance reports, BMS data, and service logs to ensure systems are operating efficiently and reliably.
Chiller & HVAC Oversight (Building Level)
- Manage and supervise chiller and HVAC service contractors for a commercial building environment.
- Ensure timely preventive maintenance, testing, and servicing of chillers and related HVAC equipment.
- Support troubleshooting of chiller-related faults and coordinate repairs to minimise tenant impact.
Vendor & Contract Management
- Administer term contracts for M&E services, including air-conditioning and electrical contractors.
- Ensure contractors comply with scope, SLA, safety, and statutory requirements.
- Review quotations, variation works, and minor improvement works.
Compliance & Safety
- Ensure compliance with BCA, SCDF, MOM, NEA, and other relevant authorities for commercial buildings.
- Coordinate statutory inspections, testing, and certifications (e.g. fire safety, lifts, electrical).
- Ensure safe work practices and WSH compliance for all M&E works.
Tenant & Stakeholder Management
- Liaise with tenants on M&E and facilities-related matters.
- Review tenant fit-out and renovation submissions to ensure compliance with building M&E guidelines.
- Handle feedback and complaints related to air-conditioning, lighting, power, and general facilities.
Budget & Asset Management
- Assist in preparation and control of M&E-related OPEX budgets.
- Track maintenance costs and recommend improvement or replacement works when required.
- Maintain updated records for M&E systems, drawings, and manuals.
Emergency & Incident Response
- Coordinate response to M&E faults, power interruptions, and air-conditioning issues.
- Support emergency response during building incidents and after-hours call-outs.
Requirements
Qualifications
- Diploma or Degree in Building Services, Mechanical/Electrical Engineering, Facilities Management, or related field.
Experience
- 5–8 years of experience in commercial building facilities or property management.
- Good working knowledge of chillers and commercial HVAC systems.
- Familiar with statutory requirements for commercial buildings in Singapore.
Skills & Competencies
- Strong coordination and vendor management skills.
- Practical understanding of M&E systems in office/retail buildings.
- Able to communicate effectively with tenants, contractors, and management.
- Proactive, organised, and capable of handling multiple building issues.
