ABOUT HOPE INITIATIVE ALLIANCE

Hope Initiative Alliance (HIA) is a registered charity in Singapore with Institution of a Public Character (IPC) status. HIA collaborates with over 100 social service organisations, civil society organisations, corporations, and government agencies to provide holistic care to vulnerable communities, including children and youths from lower-income families, families living in rental housing, homeless individuals, migrant workers, and migrant domestic workers.

Alliance of Guest Workers Outreach (AGWO) is a movement of Hope Initiative Alliance that offers holistic care for the migrant workers in Singapore through outreach and engagement activities. These provide social, psychological, and spiritual support for the guest workers.

9:00 a.m. – 6:00 p.m. Tuesday to Friday & 12:00 p.m. – 8:00 p.m. Sunday

(Some other evenings and weekends may be required during meetings and events)

Summary of Job Scope

The Executive plays a key role in supporting the design, coordination, and impact tracking of AGWO’s ongoing programmes for migrant workers. These include funded initiatives such as Learning Academy, Intercultural and interfaith engagements and broader care and development activities. The Executive ensures smooth coordination with internal and external partners, maintains an organised beneficiary database, and upholds high standards of accountability, inclusion, and programme delivery.

KEY RESPONSIBILITIES
1. Programme Implementation and Coordination
  • Coordinate and execute AGWO's weekly classes, festive celebrations, interfaith engagements, prayers, and other care-based initiatives at recreation centres and other venues
  • Work closely with partners, instructors, volunteers and dormitory managers to ensure smooth logistics and participant support
  • Ensure proper documentation from planning to completion of the programme and associated activities
2. Stakeholder and Partner Engagement
  • Liaise with internal teams (e.g. Operations, Marketing, Finance) and external stakeholders (e.g. government agencies, NGOs, RCs, sponsors and other groups) for collaborative programme delivery
  • Support external communication, documentation, and relationship-building with key institutional partners
3. Beneficiary Management and Reporting
  • Maintain a detailed and up-to-date database of beneficiaries, including attendance, participation history, and needs assessment
  • Track and evaluate programme outcomes using surveys, feedback forms, pre-/post-tests, and interviews
  • Prepare regular and annual performance reports for internal use, external funders and stakeholders, with supporting documentation and justification for targets not met
  • Support the achievement of Key Performance Indicators (KPIs) set particularly for the Learning Academy and Cultural/Interfaith Engagements
  • Ensure accurate and timely tracking of KPIs such as:
  1. Number of migrant worker participants enrolled and graduated from courses
  2. Attendance and engagement in interfaith and cultural activities
  3. Measured improvements in knowledge, skills, and social inclusion
  4. Collate supporting documentation (e.g. assessments, surveys, photos, feedback) to demonstrate outcomes
  5. Assist in preparing and submitting the Annual Performance Report required by funders and stakeholders
  6. Where targets are not met, support internal evaluation and provide explanations or rectification plans as required by stakeholders or management
4. Compliance and Governance
  • Ensure fair and open access to all AGWO programmes for migrant workers
  • Comply with all grant conditions
  • Support internal reviews and audits, as required by the management or funders
QUALIFICATIONS REQUIRED:
  • Degree in Social Work, Project Management, Community Development, or a related field
  • 1–2 years of relevant experience in programme coordination, community outreach, or stakeholder management (preferably in non-profit or migrant support sectors); fresh graduates are welcomed
  • Strong organisational skills and attention to detail, especially in managing data and documentation
  • Confident in engaging with diverse communities, including migrant workers and interfaith stakeholders
  • Good written and verbal communication skills
  • Able to work on some Sundays and weekends, depending on programme needs
  • Proficient in Microsoft Office, Canva and comfortable with simple monitoring and evaluation tools
