Job summary

A leading engineering company in Singapore is seeking an experienced Project Engineer specializing in Electrical and Instrumentation. You will manage projects from design to commissioning, ensuring they meet quality and budget standards. The ideal candidate holds a Bachelor's degree in Electrical Engineering and has at least 3 years of project engineering experience. Familiarity with DCS and PLC systems is essential. Job Description & Requirements

Working Location: Jurong Island

Company Transport Provided: Jurong East MRT

Key Responsibilities:
  • Manage and oversee Electrical, Instrumentation, and DCS engineering projects from basic and detailed design through to installation, testing, and commissioning, ensuring delivery on time, within budget, and to the required quality standards.
  • Design and specify E&I equipment and control systems; review contractor and vendor specifications, drawings, and documentation in collaboration with the project team.
  • Develop and implement project execution plans, including resource allocation, scheduling, and risk management strategies.
  • Serve as an on-site engineering liaison between contractors and internal project teams, maintaining oversight of construction activities, site safety, and permit-to-work processes.
  • Address and resolve technical issues that arise during construction, ensuring all major concerns are formally resolved through coordination with contractors and internal teams.
  • Report project progress to the Project Manager and coordinate with other discipline engineers to ensure effective cross-functional integration.
  • Ensure all engineering activities align with project specifications, safety regulations, and quality standards.
  • Review and recommend solutions for variation orders and change requests.
  • Troubleshoot and resolve electrical and instrumentation issues during execution and commissioning phases.
  • Lead and coordinate cross-functional teams, including engineers, consultants, contractors, and vendors, to ensure seamless project execution.
  • Engage and collaborate with various stakeholders to ensure alignment and support across all phases of the project.
  • Conduct vendor workshops (FAT) and site inspections to monitor project progress and ensure compliance with specifications.
  • Prepare and review project documentation, including status reports, technical write-ups, and budget tracking.
  • Identify potential project risks and implement mitigation strategies and contingency plans.
  • Promote effective communication and collaboration among team members and stakeholders.
  • Perform any other duties as assigned by the Manager.
Qualifications & Requirements:
  • Bachelor's Degree in Electrical or Electronic Engineering, or a related discipline.
  • Minimum 3 years of experience in a project engineering role.
  • Proven experience managing full project lifecycles—from detailed engineering and construction to commissioning, start-up, and final handover.
  • Familiarity with industrial control systems, including DCS (Yokogawa) and PLCs (Siemens, Allen-Bradley, Mitsubishi).
  • Strong understanding of E&I engineering principles and practices, as well as applicable local (Singapore Standards) and international codes and regulations (e.g., NEC).
  • Capable of working independently in a fast-paced environment, managing multiple priorities and deadlines effectively.
  • Technologically adept, with skills in data collection, analysis, and visualization using tools such as Excel, PowerPoint, SharePoint, Power BI, or SQL.
  • Excellent problem-solving, organizational, and analytical abilities.
  • Open to long-term overseas assignments based on project needs.
