Job Description – Deputy Human Resources Manager

Location : Orchard

Basically, your duties as Deputy Human Resource Manager are as follows:

Responsibilities
  1. Oversees the overall human resource functions, routine salary / payroll process and benefits administration tasks, cost management and human resource activities.
  2. Formulate and implement company’s policies and procedures.
  3. Develop manpower plans; conduct interview / selection of executive employees.
  4. Investigates and advises both management and employees on HR matters, preparing reports and/or proposals as required.
  5. Manage and develop Staff Performance Management and address Organisation Development (OD) issues.
  6. Administers budget and cost expenditure for annual increment and bonuses; participate in career development / career pathing issues and staff promotions.
  7. Cost & Budget Management and Management Reports:
    • Preparation and presentation of monthly budget variance and forecast reports
    • Preparation and presentation of yearly budget plans and reports
    • Preparation of management reports
  8. Oversees human resources’ administration of records and data.
Motivation and Development
  1. Brainstorm and develop training strategies and plans; formulate service campaign on a yearly basis.
  2. Provide overall guidance to resourcing as well as training & development activities; draft training-related policies.
  3. Obtain staff feedback, provide coaching and administer / develop staff incentives’ program.
Communications and Advisory
  1. Industrial relations management – handle matters pertaining to Collective Agreements, annual increment and bonus discussions to reach an agreement with the Union branch officials.
  2. Investigates and resolves day-to-day employee relations issues, staff counselling / discipline and grievances.
  3. Develop / update human resource materials such as:
  • Job Descriptions
  • Service and Grooming Standards
  • Plan and organize company’s annual function and activities.
  • Conduct staff / store inspection on staff service and grooming standards.
  • Oversee the planning, recruitment and training of temporary staff for year-end gift-wrap activities and to render support in the gift-wrap service (if applicable).
  • The manager is responsible for conducting yearly appraisals for all team members to assess performance and support professional development.
  • Any other job-related duties and when assigned by the company.
