Job title: Deputy HR Manager

Our Client is a Japanese company that operates a department store chain and is seeking an experienced Deputy HR Manager who can drive organisational strengthening and lead the transition towards a more locally empowered HR function.
This is a key leadership role for someone who can think both strategically and operationally, mentor a team, and influence management through well-structured HR initiatives.

Report directly to the HR Department Manager.

Responsibilities
  1. Strategic HR & Organizational Planning
    • Identify HR and organizational issues across departments and propose solutions.
    • Develop short-, mid-, and long-term HR strategies (3/5/10 years).
    • Support the shift toward a locally led HR structure and reduce expatriate dependency.
    • Present recommendations to the HR Department Manager and senior management.
  2. Talent Development & Performance Management
    • Plan and implement training programs to upgrade staff skills and service quality.
    • Drive leadership development, career pathing, and succession planning.
    • Oversee the annual performance appraisal process and support managers in evaluation.
  3. Team Leadership & HR Capability Building
    • Lead and mentor a team of 7 HR staff, ensuring smooth daily operations.
    • Strengthen HR team capability and foster a culture of ownership and collaboration.
    • Work closely with Japanese expatriate leaders while enhancing local HR leadership.
  4. HR Operations & Governance
    • Oversee payroll, benefits, HR policies, compliance, and employee records.
    • Manage manpower planning and recruitment for executive and operational roles.
    • Prepare monthly manpower/budget reports and annual increment/bonus proposals.
    • Ensure effective implementation of HR procedures and company regulations.
  5. Employee Relations & Industrial Relations
    • Handle employee relations matters, including counselling, grievances, and discipline.
    • Manage union-related matters such as Collective Agreement discussions and increment/bonus negotiations.
    • Update job descriptions, service standards, and grooming guidelines.

Requirements & Preferences
Must
  • Minimum Diploma holder.
  • Minimum 8 years of HR experience in a B2C industry (Retail, FMCG, Hospitality, etc.).
  • Proven experience managing a team of similar size (around 5–10 members).
  • Hands‑on involvement in employee training, development, and L&D program design.
  • Fluent in English and Chinese (Mandarin) to handle English and Mandarin‑speaking communication and stakeholders.
  • Strong problem‑solving capability, strategic mindset, and mature soft skills; able to influence and drive change with confidence.
Advantageous
  • Candidates with Japanese corporate culture exposure are highly preferred.
