Job summary

A construction industry leader in Singapore seeks a QESH Manager to oversee compliance with quality, environmental, safety, and health standards. Qualifications

  • 8-10 years in Construction as a MOM Registered WSHO.
  • 5-8 years in Construction as a NEA Registered ECO.
  • 8-10 years in Construction as a Main Contractor.
  • Internal/Lead Auditor in ISO 9001, ISO 14001 & ISO 45001.

Responsibilities

  • Ensure adherence to QESH regulations and standards.
  • Conduct regular audits and inspections.
  • Develop and maintain a risk register.
  • Investigate accidents and maintain incident records.
  • Develop and deliver QESH training programs.

Roles & Responsibilities
Compliance Monitoring
  • Ensure that the organization adheres to all applicable Quality, Environmental, Safety, and Health (QESH) regulations and standards, including ISO certifications and government regulations.
  • Regularly review and update company policies and procedures to align with legal and industry requirements.
Audit and Inspection
  • Conduct regular audits and inspections of project sites and corporate offices to identify non‑compliances and areas for improvement.
  • Prepare and submit audit reports, and follow up on corrective actions to ensure closure.
Risk Management
  • Assess workplace risks and implement measures to mitigate hazards.
  • Develop and maintain a risk register, ensuring potential threats to safety, quality, and environmental compliance are addressed.
Policy Implementation
  • Implement corporate QESH policies, procedures, and programs across all projects and departments.
  • Act as a key advisor to project teams for the application of QESH standards and initiatives.
Incident Management
  • Investigate accidents, incidents, and near misses, ensuring root causes are identified and addressed.
  • Maintain incident records and prepare comprehensive reports for management review and regulatory submission.
Training and Awareness
  • Develop and deliver QESH training programs for employees at all levels to improve awareness and compliance.
  • Promote a Zero‑Harm culture through workshops, campaigns, and toolbox talks.
Environmental Management
  • Monitor and manage environmental aspects of projects, including waste management, pollution control, and resource conservation.
  • Ensure compliance with environmental standards and assist in obtaining necessary permits.
Coordination and Communication
  • Lead as a leader to bridge gaps among project teams.
  • Serve as the point of contact between corporate management and project teams for QESH‑related matters.
  • Communicate QESH performance updates to management and provide recommendations for improvements.
Data Management and Reporting
  • Maintain accurate records of QESH metrics, such as incident rates, training hours, and audit results.
  • Prepare monthly, quarterly, and annual QESH performance reports for corporate management.
Continuous Improvement
  • Identify trends and gaps in QESH performance and recommend measures to enhance effectiveness.
  • Implement best practices to achieve the company’s Zero Harm, environmental sustainability, and quality assurance goals.
Stakeholder Engagement
  • Work closely with clients, regulatory bodies, and other stakeholders to meet QESH expectations.
  • Represent the organization during external audits, inspections, and industry events.
Minimum Qualification
  • Minimum Specialist Dip in WSH/ MOM Recognised ESH Degree or Higher.
  • 8 – 10 years in Construction as a MOM Registered WSHO.
  • 5 – 8 years in Construction as a NEA Registered ECO.
  • 8 – 10 years in Construction as a Main Contractor.
  • Internal/ Lead Auditor in ISO 9001, ISO 14001 & ISO 45001.
  • Good communication skills and multitasking abilities.
  • Proficiency in MS Office (Word, Excel, and PowerPoint).
  • Proficiency in ESH Electronic Platforms will be advantageous.
  • Sustainability Certifications (MSC) & etc. will be advantageous.
