Job summary

A prominent recruitment agency is seeking a seasoned professional to lead tender and procurement activities in large-scale construction projects in Singapore. The ideal candidate will hold a Bachelor’s degree in Quantity Surveying and have over 10 years of experience in quantity surveying, procurement, and contract management, preferably with tier-1 contractors. This role requires strong skills in contract negotiation, vendor management, and stakeholder interactions, ensuring project compliance and successful delivery.

Qualifications

  • Background with tier-1 contractors or major builders in large-scale projects.
  • Strong competency in managing construction contracts and compliance.

Job description
Responsibilities
  • Lead end-to-end tender, procurement, and contract administration across major construction/EPC projects.
  • Develop procurement strategies, policies, and vendor management practices, ensuring competitive sourcing, compliance, and timely delivery of project materials and equipment.
  • Review, negotiate, and manage contracts, LOAs, POs, variations, and claims, ensuring proper risk mitigation, commercial governance, and adherence to project requirements.
  • Coordinate closely with PMC, EPC, legal, finance, and project teams on technical, commercial, and contractual matters throughout the project lifecycle.
  • Monitor contract and supplier performance, verify progress claims and cost reports, and ensure accurate documentation, reporting, and contract close-out.
  • Maintain strong supplier relationships and support project managers in meeting cost, quality, and schedule objectives.
Requirements
  • Bachelor’s degree in Quantity Surveying, Construction Management, or a related discipline.
  • At least 10 years’ experience in quantity surveying, procurement, or contracts within large-scale construction or engineering projects.
  • Proven background working with tier-1 contractors, major builders, or leading EPC/PMC environments.
  • Strong competency in tender management, procurement strategy, contract negotiation, and administration.
  • Solid understanding of construction contracts, claims, variations, and regulatory compliance.
  • Excellent communication, stakeholder management, and commercial decision-making skills.
