About The Role
To provide effective guidance to management and development staff on new and renovation construction projects; prioritize rehabilitation of properties in the Volunteers of America portfolio; and conduct due diligence on renovations and potential acquisitions and construction projects directly and through subordinates.
Essential Functions, Duties & Responsibilities
Provide construction management and oversight for new housing development and renovations of existing properties.
- Oversee new construction or renovation/rehab on low‑income housing tax credit (LIHTC) and other sources of affordable housing and healthcare developments.
- Review new affordable housing sites and associated due diligence materials.
- Assist with due diligence on potential architects, contractors, and other development related third parties for inclusion in development projects.
- Assist with development of Architecture/Engineering and General Contractor Agreements with Development Directors and in‑house legal staff.
- Review design and construction scopes of work, plans, specifications, documents, and budgets for internal approvals and external communications.
- Assist Development Directors and Architects in expediting plans toward receipt of building permits.
- Retain outside construction or project managers where appropriate, supervise their work, and receive reports at least weekly.
- Work with development staff to provide scope of work and budgets for financing applications and lender requirements.
- Manage and participate in the approval of construction draws.
- Assist in site and quality of work inspections to ensure Volunteers of America quality standards are met by subcontractors and general contractors.
- Assist the Development Director in all aspects of close‑out of construction projects: Certificate of Occupancy, punch‑out, operations/maintenance training, turnover to management/operations, close‑out of the general contractor, and warranty items.
- Coordinate relocation efforts at projects undergoing renovations with operations staff, contractors, and architect.
- Provide assistance in research and recommendation on new products, processes, industry best practices, etc.
Assist in developing a procedure for timely evaluation of the physical condition of the organization’s affordable housing and direct major capital improvements at Volunteers of America National Services (VOANS) housing properties.
- Review and approve specifications, bids, purchase orders, draws and contractual agreements.
- Travel to properties for review and inspection of work for major contracts, resulting from approved renovation or required because of natural disaster.
- Assist with the process to ensure properties have current and ongoing Capital Needs Assessments (CNAs), Energy Audits and ADA/Fair Housing/Section 504 Assessments.
- Track and assess completion of identified capital programs.
- Provide guidance to Housing Services related to a national purchasing program with standards for items such as carpet, paint, appliances, fixtures, furnishings, HVAC, hot water heaters, signage, maintenance, and cleaning supplies.
Training
- Assist in developing and providing training to Housing Services and affiliates regarding maintenance systems and capital program policies and procedures on new construction and rehab projects.
Collaboration with Asset Management, Finance, Operations and Legal Teams
- Identify physical plant problems with properties and propose solutions.
- Review and exercise approval and oversight authority on capital expenditures.
- Foster relationships with relevant government agencies and officials.
Due Diligence on Potential Acquisitions
- Obtain and review third‑party reports.
- Work with architect and contractor to consider renovation/rehab options and scopes of work.
- Make recommendations regarding potential acquisitions and new development sites to housing staff and the internal investment committee, working closely with the Vice President or Development Director in charge of the development.
Job Requirements
Experience and Requirements for the Construction Manager Position
Required
- Eight years experience in construction.
- Strong knowledge of site planning and construction.
- Knowledge in ADA / 504 and Fair Housing.
- Ability to work flexible hours and travel is required.
- Administrative self‑sufficiency.
- Experience in Affordable Housing.
Preferred
- Degree in construction, architecture, real estate, engineering, or related field.
- Knowledge in low‑income housing tax credit program, tax‑exempt bond financing, and other programs supporting affordable housing.
- Multi‑site, or multi‑state experience.
- Successful experience in leadership, time management, negotiating, multi‑project/multi‑tasking skills and an even‑handed demeanor for dealing with a variety of tasks performed by staff and retained professionals.
- Experience/commitment to the development of buildings and social service programs as they relate to senior and multi‑family housing.
- Proficient in use of Microsoft Office including Outlook, Word, Excel and Access.
