About the Role

Doctor Anywhere is seeking a Chief Technology Officer to lead the technology strategy and execution across two core business verticals: Healthtech and Insurtech. This includes our telehealth platform, medication delivery, health screening centers, general practice and specialist clinics, as well as Third-Party Administrator (TPA) services for insurers and the Soda self insured employer health benefits platform.

You will oversee a 70+ person organization across Software Engineering, Platform & Data Engineering, AI, Security, IT Ops, and QA. Leading through a senior team that includes the Director of Security and Platform Engineering, Principal Engineer, Staff AI Engineer, multiple Engineering Managers, and QA Manager, you will unify all technology functions under a cohesive vision that enables scale, reliability, security, and innovation across the region.

This role is critical as we scale rapidly across Southeast Asia. You’ll inherit strong foundations including talented teams and modern cloud infrastructure and elevate them to support regional expansion and ambitious product innovation. About the Role

A summary of the key responsibilities are as follows:

Technology Vision and Strategy
  • Define the multi year technology vision that unifies Healthtech and Insurtech under a cohesive, scalable architecture.
  • Drive strategic technology investments and architectural decisions that balance innovation with operational excellence.
  • Align technology roadmaps with business priorities to enable regional growth and market expansion.
Leadership and Organization
  • Lead and develop a senior leadership team across engineering, platform, data, AI, security, QA, and IT Ops.
  • Build a high performance, collaborative culture across Singapore, Vietnam and potentially China in the future.
  • Drive organizational design, talent development, and succession planning for scale.
Platform and Product Engineering
  • Oversee development and evolution of Healthtech platforms (telehealth, clinics, CMS integrations) and Insurtech systems (TPA, claims, Soda benefits platform).
  • Ensure reliability, scalability, and seamless integration across digital and physical healthcare operations.
  • Lead multi cloud strategy, platform services, data infrastructure, and engineering productivity initiatives.
Security, Compliance, and Trust
  • Provide executive leadership for cybersecurity, data protection, and regulatory compliance (PDPA, ISO 27001).
  • Strengthen risk management, incident response, and security governance across all systems.
  • Promote a security first culture that builds trust with customers, partners, and regulators.
AI, Innovation, and Excellence
  • Define and execute the AI strategy across clinical operations, claims automation, and patient engagement.
  • Foster responsible innovation with generative AI and predictive models in regulated contexts.
  • Establish engineering KPIs, DORA metrics, and operational excellence frameworks across the organization.
About You
  • 12+ years in technology leadership with 5+ years managing senior engineering leaders.
  • Proven track record building and scaling engineering organizations across multiple countries.
  • Deep experience in Healthtech, Insurtech, Fintech, or other heavily regulated industries.
  • Strong architectural grounding in cloud native systems, microservices, and modern DevSecOps practices.
  • Direct experience with compliance frameworks (PDPA, ISO 27001).
  • Exceptional communication skills with the ability to influence executives, align cross functional partners, and inspire teams.
  • Strategic thinker who balances long term vision with pragmatic execution in high growth environments.
