Role Overview
We are seeking an adaptable and commercially oriented Business Development & Tendering Engineer to support our continued growth in Singapore’s marine and coastal engineering consultancy sector. This role combines engineering understanding with business development, proposal writing, and tender management across advisory, feasibility, design, and multidisciplinary consultancy projects.
Candidates with at least 4 years of experience in engineering consultancy, tendering, or bids—especially those who wish to expand their career into commercial and client-facing responsibilities—are strongly encouraged to apply. Training and mentorship from sector specialists will be provided to further build marine/coastal expertise.
Key Responsibilities
Business Development (Singapore Consultancy Market)
- Identify and qualify consultancy opportunities in marine and coastal engineering, including feasibility studies, design services, modelling, environmental assessments, and project management support.
- Track public-sector opportunities (MPA, PUB, JTC, NParks, HDB, LTA) and private-sector marine/coastal development clients.
- Support pursuit strategies, client engagement planning, and pre-positioning efforts for upcoming consultancy tenders.
- Prepare capability statements, project references, technical presentations, and marketing materials tailored for Singapore clients.
- Maintain BD pipelines, CRM systems, and opportunity dashboards.
Proposal Writing & Bid Engineering
- Lead and coordinate the preparation of proposals, EOIs, RFQs/RFPs, and tender submissions for marine, coastal, and environmental consultancy services.
- Develop persuasive technical narratives and methodologies, including engineering approaches, modelling strategies, and design concepts.
- Collaborate with engineers, environmental specialists, modellers, and project managers to gather inputs and validate technical content.
- Manage proposal timelines, compliance checklists, review cycles, and submission quality.
Tendering Support (Consultancy Projects)
- Review consultancy tender documents from GeBIZ and private-sector clients, analysing scope, evaluation criteria, deliverables, and terms.
- Prepare tender clarifications, risk registers, staffing schedules, and resource plans.
- Support fee proposal development, pricing models, and commercial documentation in collaboration with finance and technical leads.
- Assist with post-tender interviews, presentations, negotiations, and clarification responses.
Qualifications & Experience
- Minimum education requirement: Bachelor’s Degree in Civil Engineering, Coastal/Marine Engineering, Maritime Studies, Environmental Engineering, or a closely related discipline.
- Minimum 4 years of experience in engineering consultancy, business development, tendering, bids, or proposals.
- Experience in marine, coastal, civil infrastructure, water, or environmental consultancy is advantageous.
- Familiarity with Singapore’s consultancy procurement frameworks (QFM, QCBS, quality-based evaluation, GeBIZ).
- Proven ability to produce client-focused proposals and well-structured technical documentation.
- Comfortable working within multidisciplinary consultancy teams.
