JOB PURPOSE

The Assistant Manager / Manager, He/she is responsible for providing overseeing and managing all aspects of operations support, including contract management and outsourced service engagements.

He/she will work with cross-functional teams to effectively maintain successful operations of designated buildings, site infrastructure and systems, to support various teams to fulfil the business requirement of all site operations. The position is accountable for securing, sustaining, and maintaining the licensure and compliance of Allium facilities and building management, while driving operational efficiency and service excellence.

SCOPE AND RANGE

Operations Support Services is responsible for overseeing, developing, and streamlining operational processes to ensure alignment with organizational goals. Key functional areas include:

1. Facilities and Building Management

  • Maintain and manage building infrastructure, utilities, environment, security and systems to ensure operational readiness.

  • Ensure all facilities meet licensing and statutory requirements.

  • Manage budgets for operations support services and monitor cost efficiency.

2. Strategic Planning

  • Lead the design, development, testing, and implementation of operational infrastructure and systems for Allium facilities.

  • Plan and manage operational resources to meet clinical and non-clinical requirements, including decisions on insourcing and outsourcing.

  • Provide cross‑functional support to clinical and non‑clinical administrative teams to meet business objectives and achieve operational objectives.

  • Identify and implement process improvements to enhance operational efficiency.

3. Project Planning and Development.

  • Collaborate with project managers on planning, development, and implementation of building refresh and maintenance projects.

  • Overall review, assessment and implementation of all existing and new service agreements (SLA) of projects.

  • Participate in licensing project teams to prepare Allium for MOH licensing, including audit preparation and compliance processes.

  • Monitor project schedules and ensure timely execution.

4. Contract and Vendor Management

  • Overall review, assessment and implementation of service agreements (SLA) for operational services.

  • Ensure adherence to Service Level Agreements (SLAs) and Key Performance Indicators (KPIs) for maintenance plans and operational requirements timely.

  • Supervise testing, commissioning, and validation of upgrades, enhancements, or new technologies prior to implementation for operational services.

  • Oversee claims processes and coordinate the insurance renewal for the building facilities management and other operational services for Allium, including clinical and non‑clinical services.

5. Risk Management

  • Support the development and implementation of risk management frameworks aligned with healthcare regulations and patient safety standards.

  • Conduct risk assessments across clinical and non‑clinical operations, identifying potential threats to daily operation, patient care, data privacy, and regulatory compliance.

  • Collaborate with clinical teams, quality assurance, and compliance units to investigate incidents and implement corrective actions.

  • Monitor and report key risk indicators (KRIs), ensuring timely escalation of emerging risks to internal and external stakeholders.

  • Facilitate, coordinate and support ongoing assessment of business solutions with mitigation of risks.

  • Coordinate internal audits, Ministry of Health (MOH) inspections, and accreditation exercises (e.g., JCI, ISO) – if necessary.

  • Stay updated on healthcare legislation, data protection laws, and industry best practices to ensure institutional compliance.

  • Any other related duties assigned by Reporting Officer.

JOB REQUIREMENTS
  • Minimum Bachelor's Degree in Business, Risk Management and/or equivalent.

  • Minimum 5 years’ work experience in business/operations/risk management or related field.

  • Strong understanding of Singapore healthcare regulations, patient safety protocols, and incident reporting systems.

  • Strong analytical and problem‑solving skills with attention to detail.

  • Familiarity with tools such as RCA (Root Cause Analysis), FMEA (Failure Mode and Effects Analysis), and risk registers.

  • Ability to work independently and manage multiple priorities.

  • Familiar with Office 365.

  • Familiar with Project Tools Visio and Autocad.
