Job Description

We are looking for an Assistant Manager who will play a critical role in ensuring NTUC Health's compliance with the Co-operative Societies Act, its By-Laws, and directives issued by the Registry of Co-operative Societies. This position supports the Board of Directors and Management in governance, administration, and maintaining the integrity of NTUC Health's structure. This is a hands‑on role, ideal for someone who is highly organised, meticulous, with strong administrative skills.

You will need to:

Corporate Secretariat
  • Prepare, finalise, and distribute Board and Committee materials (agendas, papers, reports) in a timely and confidential manner. Management of AGM/EGM, including planning for balloting (when necessary).
  • Attend and accurately record detailed minutes of Board, Committee and Annual General Meetings (AGMs), ensuring all resolutions and actions are correctly documented.
  • Draft, circulate, and track written resolutions (e.g., electronic and circular resolutions) and manage the statutory signature process.
  • Handle all regulatory filings with the Registry of Co-operative Societies (RCS) and Ministry of Culture, Community & Youth (MCCY), including annual returns, changes in Committee members/Secretary, and amendments to the Society's By-Laws, ensuring strict adherence to the Co-operative Societies Act.
  • Maintain and update all statutory records and registers, including the Register of Members, Register of Loans, and detailed membership admission/withdrawal records.
  • Monitor and track regulatory changes that impact the co-operative movement and governance, advising the Management on necessary policy or procedural updates.
  • Manage the calculation of director fees periodically.
  • Oversee the proper legal procedures for member admission, withdrawal, and the allocation of dividends in line with NTUC Health's By-Laws.
  • Maintain the security and accessibility of all original statutory documents, approved By-Laws, and minutes archives.
Others: Project/Department Support
  • Assist with strategic projects, acting as the primary liaison between the project team and external departments, including scheduling, organising and facilitating project meetings.
  • Coordinate and manage logistics for internal team events, offsite meetings, and small corporate functions, often involving external vendors.
  • Any adhoc tasks as assigned.
Qualifications

You should:

  • Diploma or Degree in Business-related fields eg. from a local Polytechnic or equivalent qualification
  • At least 5 years of progressive experience within a Corporate Secretariat function, with practical exposure to member-based governance.
  • Meticulous and highly accurate, with zero tolerance for error in statutory documentation.
  • Proven ability to handle sensitive management and member-related information with absolute discretion.
  • Excellent written and verbal communication skills, necessary for drafting resolutions and engaging with both internal and external stakeholders.
  • Exceptional attention to detail and ability to manage multiple concurrent tasks and shifting priorities under pressure.
