About the job Assistant Crewing Manager (Recruitment)

We are looking for an experienced and proactive Marine HR Assistant Manager (Recruitment) to join our global shipping client in Singapore. This role will assist in coordinating daily recruitment activities for hiring seafarers from the Companys appointed Manning Offices, as well as reviewing and forecasting manpower requirements, accounting for internal promotions. The ideal candidate should have at least 5 years of Marine HR experience, with knowledge of STCW, MLC 2006, crew management systems, and payroll processes

RESPONSIBILITIES

  • Plan, source and coordinate recruitment of ship staff to meet fleet manpower requirements. Process recruitment applications when required for all ship staff positions including Senior Officers, Senior Engineers.
  • Collaborate with designated manning offices globally to ensure their adherence to the following requirements:
  • Companys policies & procedures in Marine HR Department.
  • All officers & crew employed must be qualified, experienced and certified as per STCW 95 requirements. Additionally, appropriate in-house courses or external training will be arranged as needed.
  • Manage interview schedule, arrange interviews with respective Fleet teams.
  • In conjunction with line manager, develop a manpower strategy, ensuring Company Key Performance Indicators are incorporated.
  • Directly responsible for the management, implementation, and compliance of the manpower strategy.
  • Ability to track submitted candidates, progress of overall recruitment activities.
  • Coordinate with Manning offices for new applicants. Upon receipt, discuss with the Fleet Manager regarding the interview process. After the interview is approved, coordinate with the Manning office for readiness, update the portfolio in Compas, and assign ship staff accordingly.
  • Collaborate with respective fleet teams to build and maintain a strong talent pool.
  • Screen and match candidates profiles against job requirements and company requirements, i.e. rank experience, vessel type, engine type etc. to ensure suitability.
  • Identity areas for improvements for recruitment process efficiency.
  • Responsible for data accuracy by the team member which includes new applications submitted in the crewing software.
  • Bi-weekly review of pending applications to ensure processing time is kept to a minimum.
  • Directly responsible for ensuring the assigned fleet has adequate union cover in place.
  • Conduct monthly manpower analysis, projections and prepare monthly and quarterly Marine HR KPI reports.
  • Prepare data pertaining to recruitment for management review as needed.
  • Follow up on all relevant CBA terms, conditions, and changes.
  • Visit manning agents and conduct internal audits, if required.
  • Assist in preparing annual Cadet Intake plan and monitor the recruitment programs.
  • Enhance Compas by coordinating with the service provider, manning office, and Marine HR operations to address and resolve any issues in collaboration with the service provider.
  • Liaise with Manning Offices for Advertisement to be posted on social media like Facebook, Instagram and local recruitment Shipping News magazine and checking of Social Media account of Manning offices / Agents if advertisement is posted as per requirements.
  • Review the social media of the company Beekeeper if any post which is not suitable is highlighted to Marine HR Manager and comments on posts done by Seafarers.
  • Undertake any additional responsibilities as directed by the Marine HR Manager.

QUALIFICATIONS

  • Bachelor's degree or Diploma in any discipline.
  • Over 5 years of working experience in a Marine HR portfolio (preferred).
  • Sailing experience (preferred).
  • Strong knowledge of STCW, MLC 2006, and related marine regulations, crew management systems, and payroll processes.
  • Good organizational and communication skills.
  • Proficiency in end-user applications (MS Word, Excel, etc.).
  • Strong leadership and team management capabilities.
